Vespasiani new general secretary of the Adsp of the Western Ligurian Sea

The Western Ligurian Sea Port System Authority announced that the Management Committee, meeting today, unanimously approved the appointment of Tito Vespasiani as secretary general on the proposal of President Matteo Paroli, completing the top management structure of the port system of Genoa, Savona and Vado.

Vespasiani, 62, current secretary general of the Southern Adriatic Sea Port System Authority, succeeds Paolo Piacenza, who will take up the position of president of the Southern Tyrrhenian and Ionian Seas Port System Authority (Gioia Tauro). Lawyer Piacenza held the role of secretary general of the Western Ligurian Sea Port System Authority from 2020 and also served as the extraordinary commissioner of the authority for nine months.

“The appointment of Tito Vespasiani is part of the path of organizational and managerial strengthening of the Authority, with the aim of ensuring solid, competent administrative leadership oriented towards modernization, in line with the demands for simplification, transparency and efficiency coming from businesses and international markets” is written in the note from the Ligurian Adsp. “Vespasiani, a graduate in Law, boasts a profile of absolute importance in the Italian port landscape, thanks to long experience in different national ports and an excellent legal-administrative background. He has held the position of secretary general for four terms, consolidating significant experience in the governance of the port system, first at the Port Authority of Ancona and subsequently at that of Bari–Brindisi. His experience is rooted in a long career in the top management of the Port Authorities of Bari and Ancona, where he directed with precision and strategic vision the areas of budgeting, accounting, regulation of port companies, management of the state maritime property, port security and notarial functions.

At the same time, he has developed an intense activity of teaching and specialized training in port law, maritime legislation and logistics systems, collaborating with higher institutes and universities. He is the author of numerous publications and two books on port legislation, which testify to a constant commitment to the dissemination and in-depth study of legal-maritime culture”.

During his career, Vespasiani has followed numerous specialization courses in financial management, public procurement, project management and international law of the sea, as well as a direct study experience at the Port Authorities of the United States and Canada, where he analyzed the organizational and management models of the main North American ports.

The procedure initiated by Paroli for the identification of a chief of staff remains pending. In pole position would be Fabrizio Marilli, director of the state property at the Adsp of Livorno, from which Paroli also comes. On the other hand, the planning director of the Genoa Adsp, Marco Sanguineri, might take the reverse path; according to unconfirmed reports, the new president of the Livorno port authority, Davide Gariglio, would like him as secretary at Palazzo Rosciano.
