14 Measures to Support Lingang Shipping
On November 20, the 2025 Dishui Lake High-Level Shipping Service Industry Innovation Conference was held in the Lingang New Area. During the conference, the Shanghai Maritime Safety Administration released relevant policies to support the Lingang New Area in building a shipping function agglomeration zone. It is reported that this “Implementation Opinions” systematically proposes 14 upgraded service measures across three levels: promoting the leap in capacity of Yangshan Deep-Water Port, facilitating the “Three Transformations” of shipping, and creating a first-class shipping business environment. Through these measures, the effectiveness of maritime regulatory service functions will be fully unleashed, institutional opening-up will be strengthened to provide guidance, and the Lingang New Area will be assisted in building itself into an important source of new shipping technologies, standards, and rules.
