Chinese countermeasures in Trump’s port duties

With an effective start date of October 14th (note: same as the USA) China will impose a fee of 400 yuan per g.t. on vessels of American interests that approach Chinese ports.

According to the ministry’s announcement, based on the Maritime Law of the People’s Republic of China, as well as other relevant legislative provisions and fundamental principles of international law and with the approval of the State Council, from October 14, 2025 China will impose countermeasures via special port duties on:

The collection of the said duties will be carried out by the local port authorities, at the port of entry or operation of the vessels.

The aforementioned vessels will be subject to special port duties calculated based on their gross tonnage.

The duties will be calculated per unit of gross tonnage, with rounding up to the next whole number, if the remainder is less than one unit.

China proceeded with this decision, after the USA first “targeted” vessels of Chinese interests or manufacture.

Regarding the move by the Americans the Chinese ministry emphasizes: “These actions constitute a serious violation of the principles of international trade and the maritime transport agreements between China and the USA, causing significant disruptions to bilateral maritime trade”.
