Federlogistica: “Solve the ‘shadow cones’ of the Port Community System of Genoa”

The transport of empty containers and internal transits between port terminals are the main “blind spots” that Federlogistica hopes will soon be addressed by the table on the Operational Port Community System (Pcso) of the port of Genoa, which will be managed by Liguria Digitale on behalf of the AdSP Mar Ligure Occidentale.

“The resumption of work on the Pcso,” commented Gianfranco Tiezzi, Coordinator of Federlogistica Liguria, “is a positive signal for the entire Ligurian logistics system, essential for increasing efficiency, transparency, and competitiveness.”

The discussion has specifically restarted, he explains, “with the objective of continuing the path of integrated digitalization of logistics-port processes, extending the system also to the terminals of Savona and Vado Ligure, in synergy with the Pnrr investments and with the ministerial program ‘LogIn Business’.” A goal, he adds, “to be achieved in the first days of December with the adaptation of the devices and applications used by road haulage companies.” In particular, to date, the system mainly detects the goods and not the license plates, making a technical update necessary to ensure the complete traceability of the vehicles and the operations. Difficulties also persist in document dematerialization, with delays from some entities such as Customs and issues related to the use of different applications.

The main announced innovations, reports Federlogistica, include the reduction of the validity times for road haulage trips (the “to be planned” status will change from 8 to 4 days), the mandatory use of the Eva mobile app for managing port entry and confirming the maneuvering order; the integration of internal buffers into the Pcs operational flows, with real-time notifications between terminals, gates, and operators; the extension of digital management to empty containers and internal transits, in line with Ordinance 7/21 and with the strategy of complete digitalization of the port cycle. In this regard, Federlogistica Liguria has stated its willingness to continue collaborating with the AdSP and with Liguria Digitale to ensure that the implementations are truly “functional to the operational needs of companies,” consistent with the LogIn Business program and with the innovation objectives promoted at the European level.

Staying on the subject of digitalization of operations to and from the port of Genoa, a slowdown in the procedure is instead reported. The procedure, started in June by Connect Id, aims to develop a prototype of a goods ‘buffer’ between the port and the hinterland of Genoa, whose terms (originally set for November 11th) have been extended to the next February 27th. The goal of the tender – which is aimed at entities present in the Zls and already equipped with logistics infrastructures with defined characteristics – is to test an operational model of exchange between the port and the hinterland that leverages some existing areas, in order to evaluate their operational and economic sustainability.
