These high-growth figures are just a small part of the impressive report card of the Yangshan Special Comprehensive Bonded Zone, which has been officially established for five years. Behind this lies the contribution of the Third Comprehensive Business Section of Yangshan Customs under Shanghai Customs—this team spent five years tackling the “Digital Comprehensive Bonded Zone” supervision system, aiming to ensure that “innovative policies truly translate into benefits for enterprises.”
The Yangshan Special Comprehensive Bonded Zone is the only special comprehensive bonded zone in the country, officially established in May 2020. However, as early as the spring of that year, a “tough nut to crack” task was assigned to the Third Comprehensive Business Section, requiring them to “transform the new policy of direct release into tangible customs clearance便利 for enterprises.” This task was subsequently designated as the “Secretary Project” of the Party branch to which the section belongs. All section members voluntarily signed up, divided tasks, and quickly formed a攻坚 team.
The Yangshan Special Comprehensive Bonded Zone pioneered the direct release model for first-line inbound and outbound goods. Under this model, except for goods involving permits, inspection, and safety access management, enterprises can directly pick up and move goods from the port and enter or exit based on self-declaration. With no precedent for direct release, the Third Comprehensive Business Section team had to research on their own, breaking down the entire process of “declaration, inspection, and release” step by step. They meticulously identified over 20 key nodes, repeatedly simulated operational details, and painstakingly defined document standards and data对接 standards for different types of goods and customs clearance scenarios. On May 16, 2020, the day the Yangshan Special Comprehensive Bonded Zone was officially established, the first batch of goods applying the direct release policy entered the zone in only one-third of the常规 customs clearance time.
Innovation and service know no bounds. In the summer of 2022, some enterprises reported that imported cars were滞留 for over three days. This made the Third Comprehensive Business Section team realize that although direct release had achieved a breakthrough in individual cases like Ferrari sports cars, the new policy needed to evolve from pilot cases to systematic implementation, requiring the section to tackle the challenge again. The entire section immediately sprang into action. Some took the lead in对接 automotive companies, patiently collecting demands from over 20 enterprises and coordinating unified data formats; some voluntarily applied to station themselves at the checkpoint, repeatedly debugging data interfaces; and others continuously tested platform compatibility. By the winter of 2024, the direct release policy had been expanded to apply to Shanghai Waigaoqiao Port and Pudong Airport ports, which particularly振奋 the entire Third Comprehensive Business Section.
