Zhejiang Wenzhou Port’s “New Three” Goods Achieve “Leave Factory, Enter Sea” for the First Time

Wenzhou, Nov. 22 (Wang Yifei, Sun Dongxue, Zheng Yuanru) On the 22nd, the “Nan’ou 1” vessel, carrying lithium battery cargo, successfully set sail from the Zhuangyuan’ao Port Area of Wenzhou Port in Zhejiang Province. This marks the first time that Wenzhou Port’s “New Three” (new energy vehicles, lithium batteries, photovoltaic products) goods achieved “shipping directly upon leaving the factory.” After being loaded into containers, utilizing the “Container Shipping Punctuality and Cost Reduction” plan, the goods will seamlessly connect with the carrying vessel, achieving zero waiting time in land-sea combined transport.

The “Container Shipping Punctuality and Cost Reduction” plan is an innovative measure deployed by the Maritime Safety Administration of the Ministry of Transport and led by the Zhejiang Maritime Safety Administration. It explores the establishment of a container shipping full-chain traffic organization model linked by route schedules, ensuring that liner services enter the port and berth on schedule according to their timetables, promoting the overall improvement of container liner punctuality rates and coastal container transport efficiency, and further helping port and shipping enterprises reduce costs, increase efficiency, and achieve low-carbon energy savings.

Since Wenzhou Port joined the “Container Shipping Punctuality and Cost Reduction” plan, Wenzhou Maritime Safety Administration has proactively collaborated with multiple entities including customs, border inspection, and companies, continuously innovating measures to open up a “blue channel” for the “New Three” to go overseas. In this “New Three” cargo transport operation, the maritime department established a special business task force, streamlined business processes, assisted the Yiwu working group with scheduling, improved the “acceptance of reports with omissions” declaration materials, designated law enforcement officers to follow up on the cargo loading process in advance, and provided on-site “simultaneous loading and inspection” services at the “New Three” factories in advance. This achieved “no container change, no container opening, one container through transport,” opened a convenient and efficient “online + offline” green channel, saved approximately one day of logistics time per container, and effectively reduced enterprise transportation costs.

In recent years, “New Three” goods, leveraging their green, low-carbon attributes and high value-added advantages, have become a “new engine” for China’s foreign trade exports. Wenzhou, as an important port city on the southeast coast of Zhejiang Province, relying on its maritime transport conditions and industrial base, has become a significant distribution hub for “New Three” goods going overseas. From January to September, Wenzhou Port completed a total of 143 voyages exporting “New Three” goods, comprising 1,057 TEUs, totaling 27,500 tons of lithium batteries and 625 new energy vehicles, with a total export value of approximately 1.767 billion yuan, a year-on-year increase of 61.6%.
