At the “Global South” media meeting held in Haikou on the 24th, Huang Peng, a member of the Party Leadership Group and Deputy Director of the Hainan Provincial Development and Reform Commission, stated that focusing on integrating the real economy into the global industrial chain, Hainan will prioritize the implementation of four major projects: “Industrial Construction,” “Industrial Renewal,” “Industrial Fusion,” and “Industrial Diversion.”
From Huang Peng’s responses to foreign media questions, the specific content of these four major projects is as follows: Regarding the “Industrial Construction” project, Hainan will focus on enabling industries such as the digital economy, finance, and logistics, actively develop international data services, build a cross-border financial ecosystem, and actively develop airport- and port-adjacent industries.
Regarding the “Industrial Renewal” project, Hainan will focus on strategic industries such as petrochemical new materials, biomedicine, green and low-carbon, and high-end food manufacturing, accelerate the development of offshore oil and gas resources, build a biomedicine hub, accelerate the construction of Clean Energy Island 2.0, create a trillion-yuan high-end food processing industrial cluster, and build an international bonded maintenance and remanufacturing center.
Regarding the “Industrial Fusion” project, Hainan will focus on future industries such as commercial aerospace, the Nanfan seed industry, deep-sea technology, and bio-manufacturing, cultivate and strengthen the rocket chain, satellite chain, data chain, and “aerospace+” industries, build a “Nanfan Silicon Valley” integrating scientific research, production, sales, technological exchange, and achievement transformation, construct a modern marine industry system with international competitiveness, and create a bio-manufacturing industrial system with tropical and marine characteristics.
Regarding the “Industrial Diversion” project, Hainan will focus on characteristic industries such as tourism and new forms of trade, enhance the internationalization and standardization of tourism services, build a world-class tourist destination, and create a new growth pole for international trade.
In the era of economic globalization, only by adhering to the open cooperation of the global industrial and supply chains can win-win development be achieved. Huang Peng stated that in these key areas, Hainan will keep its doors wide open, treating domestic and foreign entities equally, providing participation opportunities for global investors and sharing the development dividends of the Free Trade Port with everyone. “Centered on this goal, we will proactively align with high-standard international economic and trade rules such as CPTPP and DEPA, leverage the superimposed advantages of RCEP and Free Trade Port policies, and our locational advantage at the intersection of domestic and international dual circulation, to build ‘two bases,’ ‘two hubs,’ and ‘two networks.’”
Huang Peng said, “The ‘two bases’ aim to expand two-way investment, creating a headquarters base for Chinese enterprises going global and a headquarters base for foreign enterprises entering the Chinese market, thereby enhancing the Free Trade Port’s ability to attract and allocate global capital. The ‘two hubs’ aim to facilitate open connections, creating a shipping hub for the New Western Land-Sea Corridor and an aviation regional gateway hub facing the Pacific and Indian Oceans, transforming locational advantages and island characteristics into efficient and convenient transportation capabilities that radiate across the region and connect globally.
