Shanghai, Nov. 26 (Xinhua) — By reporter Chen Jing, the Shanghai notarization industry’s service for the national shipping strategy has entered a new stage of specialization and full-chain development. On the 26th, the “Exclusive Notarization Service Guide for Shipping Enterprises” was released in Shanghai, introducing notarization services covering the entire operation process of shipping enterprises and a full-chain legal safeguard integrating “Notarization + Consulting + Translation + Authentication”.

On the same day, guided by the Shanghai Municipal Justice Bureau and the Shanghai Municipal Transportation Commission, and jointly hosted by the Shanghai Notary Association, the Shanghai Port Industry Association, and the Shanghai International Shipping Center Development Promotion Association, the “Notarization Empowerment, Industry Convergence – Jointly Promoting High-Quality Development of Shipping” press conference was held. During the event, the Notarization Service Platform of the North Bund International Legal Service Harbor was inaugurated.

It is reported that building Shanghai into an international shipping center is a crucial strategic measure to promote high-quality development and high-level opening up. As an important component of public legal services, notarization, with its preventive legal nature, plays an indispensable role in safeguarding the legitimate rights and interests of enterprises and resolving and preventing conflicts and disputes. Lu Zheng, Deputy Director of the Shanghai Municipal Justice Bureau, pointed out that in response to the pain points and difficulties faced by shipping enterprises, notarization should serve as a “risk firewall” for cross-border transactions, a “lubricant” for the industrial ecosystem, and a “converter” for rule convergence, establishing a notarization service system where risks are preventable and rights are protectable, to solve practical problems that may arise in shipping operations.

Li Zheliang, Chief Engineer of the Shanghai Municipal Transportation Commission, stated that the construction of the Shanghai International Shipping Center is currently advancing towards the new stage of comprehensive completion, requiring accelerated efforts to shore up weaknesses in high-end service industries and enhance the global allocation capability of shipping resources. The released “Exclusive Notarization Service Guide for Shipping Enterprises” provides multi-dimensional and comprehensive legal protection for shipping enterprises.

Huang Enwei, Deputy District Mayor of Hongkou District, emphasized that the high-quality development of the shipping economy requires not only the “hard connectivity” of ports and shipping routes but also the indispensable “soft support” of legal safeguards, where shipping notarization services hold an irreplaceable and crucial position. It is reported that in the future, Hongkou District will collaborate with various sectors to promote the deep integration of notarization services with supporting services such as legal consulting and foreign-related authentication, building a legal service system covering the entire lifecycle of the shipping industry.

Notary offices such as Dongfang, Zhangjiang, and Lingang, as the first batch of specialized shipping notary institutions, along with their assigned exclusive service specialists, were presented at the press conference. In the future, the Shanghai notarization industry will leverage the “Exclusive Notarization Service Guide for Shipping Enterprises” to provide professional, full-chain, and considerate notarization services, escorting the construction of the Shanghai International Shipping Center and assisting shipping enterprises in handling legal affairs such as cross-border transactions and maritime disputes.
