Shaoxing Accelerates Container Terminal Radiation to All Counties.

Recently, the “Implementation Plan for Shaoxing City to Implement the High-Level Construction of ‘Shipping Zhejiang’” (referred to as the “Plan”) was officially released. It clearly states that the main focus will be on “trunk-branch connectivity, internal smoothness and external linkage, port-industry coordination, and transport-tourism integration” to accelerate the revival of inland waterway shipping. By 2030, trunk waterways in Shaoxing, Zhejiang, will cover over 85% of provincial-level and above industrial platforms, and container terminals will radiate to all county-level administrative regions.

During the “15th Five-Year Plan” period, Shaoxing will build an “One River, Two Rivers” H-shaped waterway network, promote the upgrading of waterways such as the Hangzhou-Ningbo Canal to Class II and the Cao’e River to Class II, upgrade short branch waterways like the Gaosun Line and Waiguantang, and smooth the “last kilometer” of service to industries.

The “Plan” specifies the construction of a layout featuring “one port, seven zones, and ten important public operation areas.” It will focus on building operation areas such as Binhai Lihai and Keqiao Xiangqian, and plan terminal projects like Zhuji Yixin’ou. It will promote the “terminal + park + logistics + industry” model and drive the agglomeration of industries like low-altitude economy and new materials near ports.

To enhance shipping service levels and transport organization efficiency, Shaoxing will deepen the “one-stop online service” and “multi-certificate integration,” achieving full coverage of the “Zhejiang e-Port Pass” at container terminals. It will integrate into the “Four Ports” cloud platform, implement the “one bill of lading” system for multimodal transport, and explore the development of 2000-ton-class dry bulk carriers, 64-TEU container ship types, and river-sea through transport ship types.
