ASEAN’s first return special train completes “Railway Express Clearance” test

On May 4, a return ASEAN train满载cassava starch successfully arrived at Zhengzhou International Land Port, marking the first time that customs clearance was completed using the “Railway Express” mode at the customs supervision operation site in the core functional area of the China-Europe Railway Express (Zhengzhou) Assembly Center (hereinafter referred to as the “Assembly Center”). This move signifies a breakthrough in the construction of the Zhengzhou International Land Port hub platform, further enhancing the comprehensive service and hub carrying capacity of the Assembly Center.

The successful test of the “Railway Express” mode not only further activates the cassava starch distribution hub function of Zhengzhou International Land Port but also sets a demonstration benchmark for the facilitation of bulk commodity distribution and customs clearance.

This special train carried 35 groups of containers with a cargo weight of approximately 900 tons, departing from Vientiane, Laos, entering through the Mohan port, and arriving in Zhengzhou in just 5 days. After completing customs clearance procedures at the customs supervision area of the Assembly Center, the cargo was directly stored in the dedicated storage area of the cassava starch distribution center. Subsequently, spot transactions can be conducted for food processing, feed production enterprises, and small and medium-sized traders, with the distribution center completing sorting, packaging, loading, and outbound delivery as needed, achieving a closed-loop operation of the entire chain: “train import—customs clearance—storage—transaction—distribution.”

To ensure efficient and smooth customs clearance of the special train, Zhengzhou Station Customs made advance overall arrangements, providing full-process precise supervision services. They moved the service front forward, proactively connected with enterprises and operation platforms, and provided special guidance on the standardized declaration of cassava starch; deepened the linkage between ports and local areas, implemented one-stop inspection, and shortened customs clearance operation time; strengthened service guarantees at supervision sites, implemented “clearance upon arrival, release upon clearance,” fully unleashing the efficiency of railway express, and escorting the efficient customs clearance of the special train with professional customized services.
