Recently, Singapore’s OceanSTAR Elite Group and China Merchants Heavy Industry (Jiangsu) Co., Ltd. held a signing ceremony for the engineering, procurement, and construction contract for Malaysia’s Petronas Sepat Floating Production Storage and Offloading (FPSO) vessel.
The signing of this EPC contract is an important milestone in the execution process of the Sepat FPSO project, marking the official transition of the project from the contract award and preliminary preparation stage to a new phase of comprehensive advancement in engineering design, procurement, and construction. According to the contract, China Merchants Heavy Industry (Jiangsu) will play a key role in the construction and delivery of the Sepat FPSO, and will work closely with OceanSTAR Elite and all relevant project parties to jointly promote the safe, efficient, and on-schedule execution of the project.

The Sepat FPSO project is an important project for OceanSTAR Elite in the Malaysian market and also demonstrates the group’s commitment to continuously providing fit-for-purpose and adaptable offshore production solutions for the regional energy market. With the signing of the EPC contract, OceanSTAR Elite will continue to work closely with China Merchants Heavy Industry (Jiangsu) and other partners to comprehensively advance detailed design, procurement, construction planning, and project coordination.
It is understood that OceanSTAR Elite announced earlier this year that it had signed a long-term contract with Petronas Carigali, a subsidiary of Malaysia’s Petronas, to provide leasing, operation, and maintenance services for a Floating Production Storage and Offloading (FPSO) vessel. This contract was won by OceanSTAR Engineering Holding, OceanSTAR Elite’s Malaysian subsidiary, with a fixed lease period of 15 years.
This FPSO will be deployed at the Sepat oilfield in Block PM313, offshore Peninsular Malaysia, to support Petronas Carigali’s Sepat Integrated Redevelopment Project. This is one of the first newbuild FPSO projects deployed by Malaysia’s Petronas offshore Malaysia. OceanSTAR will be fully responsible for the complete engineering, procurement, construction, installation, and commissioning (EPCIC) of the newbuild FPSO hull and all related topside module facilities.
This FPSO is the third vessel based on OceanSTAR’s standardized hull design developed under the “design-one, build-many” concept. It will be deployed as a moored unit operating in waters approximately 70 meters deep, with a daily liquid processing capacity of no less than 30,000 barrels. It will be equipped with advanced gas reinjection, gas lift, and provision for a water injection system to ensure efficient and sustainable production.
