Changxing Marine Laboratory officially launched

On June 18, the Marine Equipment High-Quality Development Conference and Shanghai Jiao Tong University Grand Ocean Work Conference were successfully held at Shanghai Changxing Laboratory, marking the official launch of the Changxing Marine Laboratory.

Lyu Chenfei, Deputy Secretary of the Chongming District Committee and District Mayor; Wu Zhaozhong, Deputy Secretary of the Party Leadership Group and Executive Deputy Director of the Shanghai Changxing Island Development and Construction Management Committee; Wang Yu, Deputy Secretary of the Shanghai Science and Technology Work Party Committee; Zhao Tongbin, Vice President of China State Shipbuilding Corporation Limited; Feng Bo, Group Leader and Head of Key Special Projects at China COSCO Shipping Corporation Limited; Yuan Guohua, Chairman of Shanghai State-owned Capital Investment Co., Ltd.; Ding Kuiling, President of Shanghai Jiao Tong University and Academician of the Chinese Academy of Sciences; Lin Zhongqin, Director of the Changxing Marine Laboratory and Academician of the Chinese Academy of Engineering; Yan Xinping, Chief Scientist of the Changxing Marine Laboratory and Academician of the Chinese Academy of Engineering; Tan Jiahua, Academician of the Chinese Academy of Engineering; along with leaders from relevant Shanghai government units, partner organizations of the Changxing Laboratory, the university, and related departments attended the meeting. The meeting was chaired by Xi Lifeng, Executive Vice President of Shanghai Jiao Tong University.

In his address, Ding Kuiling stated that marine equipment is the core support for building a maritime power, and the Changxing Marine Laboratory is the core carrier and landmark platform for the university to implement the “Grand Ocean” strategy and promote organized research. After five years of construction, multiple specialized experimental buildings in the laboratory have been completed and put into use, yielding a batch of high-level scientific research achievements in fields such as intelligent manufacturing, intelligent equipment, green power, and deep-sea equipment. It has built a deeply integrated development ecosystem for industry, academia, research, and application with dozens of industry leaders, driving technological innovation to truly take root in and serve the industry. The laboratory has now entered a new stage of high-quality development characterized by platform formation,成果喷涌 (achievements emerging in abundance), industrial implementation, and ecological chain aggregation, shouldering the major mission of serving the national maritime power strategy, leading the high-quality development of the marine equipment industry, and cultivating top-tier marine science and technology talents. The university will always prioritize the Changxing Marine Laboratory as the top priority in developing the “Grand Ocean” strategy, continuously gathering the university’s high-quality disciplinary, talent, and research resources to fully support the laboratory in becoming bigger, stronger, deeper, and better. He called on all parties to use the Changxing Marine Laboratory as a link to deepen exchanges and cooperation, empower the construction of a maritime power with technological innovation, and contribute greater strength to Shanghai’s high-quality economic and social development and the steady and long-term progress of China’s marine industry!

Wu Zhaozhong, on behalf of the Management Committee, congratulated the official launch of the Changxing Marine Laboratory. He stated that since construction began in 2021, the laboratory has achieved an impressive “Jiao Tong University speed” over five years, with its quasi-industrial construction results being highly commendable. Changxing Island is a world-class modern shipbuilding base and the core承载区 (bearing area) for the world-class advanced manufacturing cluster of ships and marine engineering equipment, possessing a complete industrial chain and abundant application scenarios. During the “14th Five-Year Plan” period, leveraging the complete industrial chain system of Changxing Island, the laboratory has created a transformation channel of “test upon entering the park, apply upon leaving the park,” promoting the industrialization of a batch of cutting-edge scientific and technological achievements. Looking towards the “15th Five-Year Plan,” the Management Committee expects the laboratory to fully leverage its scientific and innovation advantages and make greater contributions to the high-quality development of the ship and marine industry. In the future, the Management Committee will continue to support the laboratory’s development and work together with the laboratory to inject stronger momentum into the implementation of the strategies of rejuvenating the country through science and technology and building a maritime power!

Wang Yu congratulated the official launch of the Changxing Marine Laboratory. He pointed out that the Changxing Marine Laboratory is a landmark achievement of Shanghai in implementing the maritime power strategy and strengthening original innovation and key core technology breakthroughs. Focusing on key directions such as intelligent manufacturing, intelligent equipment, green power, and deep-sea equipment, the laboratory has promoted the engineering application of a batch of quasi-industrial products and built a number of high-level test platforms in fields like deep-sea equipment and marine nuclear power, fully demonstrating the vitality and vigor of the integrated innovation model of “science + engineering + industry” of new-type R&D institutions. He hopes that in its future innovation and development, the laboratory will further strengthen its mission responsibility, bravely scale the heights of science and technology, deepen industry-university-research collaboration to empower industrial upgrading, and make good use of reform policies to build a demonstration benchmark for new-type R&D institutions.

At the meeting, Academician Lin Zhongqin reported on the overall construction status of the laboratory, systematically reviewing the laboratory’s five-year construction history, campus layout, research teams, major platforms, and industrial transformation achievements.

The Changxing Marine Laboratory is a quasi-industrial public research platform in the field of marine equipment built by Shanghai Jiao Tong University. In June 2021, it was approved as a Shanghai new-type R&D institution, “Shanghai Changxing Marine Laboratory.” The laboratory focuses on the research and development of high-end marine equipment,打通 (opening up) the entire chain of “basic research – applied research – industrial transformation.” Located at No. 1896 Changtao Road, Changxing Island, Shanghai, the laboratory covers an area of 295 mu and plans to build 8 experimental building clusters and 1 science and innovation park. Currently, the first phase of five major experimental functional areas, approximately 140,000 square meters, has been fully activated, and a number of quasi-industrial test platforms have been completed and are in operation.

Huang Wentao, Deputy Director of the Changxing Marine Laboratory, gave a special introduction to representative platforms and characteristic innovative products, comprehensively showcasing five major test platforms: the 500-ton deep-sea pipeline fatigue testing machine, the intelligent flexible integrated electric power test platform, the containment overall effect experimental device, the isotope separation engineering demonstration platform, and the Changxing Laboratory public service platform; and six innovative products: the giant mega-block intelligent docking system, the portable welding robot, the laser welding quality information collection system, the intelligent robot for ship surface treatment, the marine intelligent MEMS hydrophone, and the high-throughput nucleic acid and protein co-extraction system, fully demonstrating the laboratory’s hardcore quasi-industrial strength.

The conference held the signing ceremony for industry-university-research strategic cooperation in batches. The signed agreements covered eight major sectors: cooperative construction of research capability platforms, joint project R&D and攻关 (key technology breakthroughs), special cooperation on intelligent ships and big data, major project cooperation intentions, major intelligent manufacturing projects, the Changxing Marine Laboratory incubation platform, financial sector membership, and industrial sector membership.

At the signing ceremony, the Changxing Marine Laboratory reached strategic cooperation with dozens of key units to jointly build R&D centers,成果转化 (achievement transformation) platforms, and industrial demonstration production lines, opening up the entire chain of “scientific research攻关 (key technology breakthroughs) – engineering verification – industrial implementation,” accelerating the implementation of scientific and technological achievements, and helping the laboratory build a world-class marine equipment innovation platform, contributing to the construction of a maritime power and the development of Shanghai’s marine industry.
