Fujian introduces measures to accelerate the building of world-class ports

The Information Office of the Fujian Provincial People’s Government held a press conference on June 23 on accelerating the construction of world-class ports and promoting the integrated development of ports, shipping, and trade.

Reporters learned from the conference that, to further enhance the hub capacity of ports, the Fujian Provincial Department of Transportation and two other departments jointly issued the “Several Measures on Accelerating the Construction of World-Class Ports and Promoting the Integrated Development of Ports, Shipping, and Trade” (hereinafter referred to as the “Several Measures”). Aiming to build world-class ports, the measures focus on continuously improving port infrastructure, deepening the integration of port resources, and promoting the integrated development of ports, shipping, and trade.

The “Several Measures” consist of 17 tasks in five areas, focusing on five key actions: “strengthening port hardware,” “improving operational efficiency,” “linking service chains,” “ensuring policy support is in place,” and “optimizing the business environment.” Among them, the “strengthening port hardware” initiative addresses the carrying capacity of infrastructure and the connection of collection and distribution systems. Adhering to a “one chessboard” approach for the province, it optimizes the functional layout of ports, forming an overall development pattern of “two cores and two wings” with Xiamen Port and Fuzhou Port as the core, and Quanzhou Port and Meizhou Bay Port as the two wings, featuring division of labor and collaboration. It supports Fuzhou Port in building a comprehensive international deep-water port focused on bulk energy, raw materials, and container transportation; accelerates the construction of railway and highway links for key port areas; and improves the construction of supporting public infrastructure for ports.

At the same time, to address the issue of homogeneous competition, Fujian promotes the optimization of internal management and business models by major port operators within the province, deepening the integration of resources in five aspects: port shoreline, business, market, administration, and data. This allows each port area to achieve differentiated development and functional complementarity. Regarding the development of Minjiang River shipping, the measures promote the construction and operation of inland ports along the Minjiang River, the cultivation of shipping fleets, and the aggregation of data resources from ports, shipping companies, and cargo owners along the Minjiang River. This aims to drive the development of Minjiang River shipping and broaden access channels for the circulation of goods in northeastern Fujian.

The “Several Measures” also propose that by the end of 2030, substantial breakthroughs will be made in the construction of world-class ports, significant results will be achieved in the integration of port resources, and the efficiency of collection and distribution systems and the level of customs clearance facilitation will be significantly improved. A modern southeastern coastal port cluster will be established, connecting both sides of the Taiwan Strait, linking to the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area, radiating to the central and western regions, and possessing comparative advantages.
