The Delimitation of Port Spaces and Uses (DEUP) of the Port of Seville was approved by a Spanish Ministerial Order published in the Official State Gazette (BOE). This document, which establishes the different service zones of the port and the estuary, covers a total area of 11,408,805 square meters, of which 59.95% will be allocated to port uses, that is, commercial, nautical-sports, and complementary uses; while 5.4% corresponds to port-city interaction. The remainder, 34.65%, is reserved for future developments of this key infrastructure for the economic progress of the region.
Port uses are concentrated in the Batán dock, which houses the railway terminal and the container terminal; the Logistics Activities Zone (ZAL); the Cuarto Dock, which has various maritime terminals and warehouses for cargo storage; the Shipyard Polygon, the Free Trade Zone and Punta del Verde, industrial areas of the Port; and the Puerta del Mar lock area.
Regarding integration into the urban fabric, the DEUP allocates over 100,000 m2 in the Tablada Wharf to port-city uses; as well as 85,740 m2 in the new area called Mirador de Batán, where the Teatro del Puente and the Parque del Puerto will be located. These lands are part of the Port Urban District and their new zoning will entail the progressive relocation of cargo loading, unloading, and storage towards the south, giving way to developments more in line with the proximity to the city.
Among the new features included in the DEUP, the document incorporates the anchorage known as El Pozo, located at the mouth, into the water zone. This is a necessary space for operations as it allows vessels to anchor at the port entrance, thus improving accessibility conditions.
The ministerial order declassifies three plots from the public port domain. Two are located within the municipal area of Seville and correspond, on one hand, to an area of the Guadalquivir riverbank and, on the other, to the roadway of Avenida Carlos III and Ronda de los Tejares, where the port railway ran last century. A third plot is located in Sanlúcar de Barrameda, where the facilities of the San Jerónimo Lighthouse are situated.
In general, the land-based service area of the Port of Seville is largely confined to the surroundings of the dock; while the water areas encompass the inner water body, between the lock and the San Jerónimo plug; and outside the dock, the stretch between the mouth and the Alcalá del Río dam.
This is the first Delimitation of Port Spaces and Uses of the Port of Seville. Its processing began in 2017, with a first phase of public information, and culminates now, eight years later, with the approval by the Ministry of Transport and Sustainable Mobility.
