The Ministry of Productive Development of the Province of Santa Fe, through the Ente Administrador Puerto Villa Constitución (EAPVC), held the opening ceremony of Public Tender No. 1/2026 for the concession of use, operation and enhancement of Terminal I.
The call comprises a plot of 33,015.91 square meters, intended for the sand and aggregates sector, with a construction period of six months.
In this regard, the head of the productive portfolio, Gustavo Puccini, highlighted that “infrastructure is the basis of productive development and logistics is the bridge that connects Santa Fe production with the world. With this tender, Santa Fe reaffirms its political decision to reposition its ports as engines of regional and national growth.”
The Secretary of Transport and Logistics, Mónica Alvarado, emphasized that “port infrastructure ceased to be an isolated area and became part of a broader provincial policy that articulates ports, airports, roads and the free zone. Civil works are not enough: we need technology, modern processes and competitiveness.”
“Today, after many decades, a terminal is once again put into operation and that reflects our vision: working jointly so that cargo reaches its destination in the best way. This works plan is historic and marks a before and after in Santa Fe port policy,” Alvarado stated.
The Secretary of Transport added that “today we are not only awarding a physical space; we are enabling a concrete possibility for growth for Villa Constitución and for all of Santa Fe. After almost seven decades, Terminal I is once again projecting itself with its own productive horizon. This means recovering an asset of strategic value and putting it back at the service of job creation and provincial production.”
Along the same lines, the president of the Ente Administrador, Hernán Salemi, stressed that “we are facing an opportunity that restores prominence to infrastructure that had been inactive for years. The reactivation not only opens employment expectations for many families, but also projects the port toward new markets, with possibilities of linking with productive provinces such as Neuquén and its development in Vaca Muerta.”
The opening ceremony featured the presentation of two proposals. The first corresponded to Ingeniería Multipiping S.A.S, which offered an estimated amount in dollars of 3,972,000. The second was the Unión Transitoria de Empresas made up of Southern Silica SRL and Esesa S.A, which presented an investment of 4,561,000 dollars.
The official tender documents establish that the future awardee must execute committed investments, maintain and preserve existing infrastructure, incorporate equipment and organize the sand operation. This includes tasks of stockpiling, processing, classification, loading, unloading and dispatch of sand and aggregates, in addition to complementary logistics activities.
Likewise, dredging and maintenance of the water mirror and pier foot will be mandatory, with a depth compatible with the main navigable waterway, thus guaranteeing full operability of the terminal. The concession seeks to attract private investment, recover a strategic port asset and ensure safe, environmentally appropriate and sustainable operations.
