With a broad turnout of authorities, specialists and representatives of public and private organizations linked to the maritime and logistics sector, a new edition of the Port Emergency Management Seminar was held at the Port of San Antonio, an initiative jointly organized by the Regional Committee for Education and Dissemination of Safety in Maritime Activities (Coredsamar), the Maritime Authority and the San Antonio Port Company.
The activity, held at the Museum of San Antonio, aimed to strengthen preparedness and coordination in the face of emergencies in the maritime-port sector, also promoting the exchange of experiences, risk analysis and the dissemination of good practices among the different actors in the system.
The day included presentations by specialists Michel De L’Herbe, expert in emergency management, and Claudio Luengo, a reference in hydrocarbon spill management, who addressed challenges and lessons learned to move towards an increasingly safe and resilient maritime and port activity.
The maritime governor of San Antonio, Captain Sebastián Sepúlveda, highlighted that “this seminar allows us to reflect from the point of view of safety and how it impacts the entire maritime-port community. It is a preventive and educational effort, because what we seek is to anticipate risks and generate solutions that allow us to better face the different activities that take place in the port and its surroundings.”
Omar Vera, mayor of San Antonio, emphasized that “this is the main port in Chile, where a large part of the country’s import and export cargo is transferred, in close coexistence with an urban nucleus such as our city. Therefore, it is essential that the institutions linked to port activity permanently prepare and strengthen their capacities to respond in a timely manner to possible emergencies and adequately control risk situations.”
The manager of Sustainability and Public Affairs of Puerto San Antonio, Consuelo Cánaves, highlighted the importance of joint work. “Collaboration between the Maritime Authority, the port terminals and the port company is essential to prepare for emergency scenarios.
La coordinación, planificación y capacitación permanente nos permiten anticiparnos y reaccionar de mejor manera, entendiendo que la respuesta eficaz depende del trabajo articulado de todos los actores involucrados”, aseguró.
En tanto, la delegada presidencial de la provincia de San Antonio, Soledad Loyola, valoró la realización de la actividad, indicando que “este tipo de instancias son muy importantes porque fortalecen la articulación entre el sector público y privado, permitiendo generar capacidades y activar oportunamente a los distintos servicios e instituciones frente a eventuales riesgos o emergencias que puedan afectar a la provincia”.
El capitán de Puerto de San Antonio, capitán de fragata litoral Roberto Ascencio, destacó que “estos seminarios son fundamentales porque permiten establecer bases comunes de actuación entre todos los organismos involucrados, favoreciendo una coordinación inmediata y eficiente cuando se requiere enfrentar una emergencia real”.
Michel De L’Herbe enfatizó que “debemos comprender que los puertos constituyen infraestructura crítica para el país, y en San Antonio esta condición adquiere aún más relevancia, considerando tanto la operación actual como el futuro desarrollo de Puerto Exterior. En un escenario global marcado por múltiples amenazas y riesgos, el desafío es estar preparados para asegurar la continuidad operacional y lograr que, ante cualquier interrupción, la actividad pueda recuperarse en el menor tiempo posible”.
El Coredsamar es una entidad impulsada por la Dirección General del Territorio Marítimo y de Marina Mercante (Directemar), a través de las gobernaciones marítimas. Su objetivo principal es realizar actividades de capacitación, seminarios y jornadas educativas para promover la seguridad, la prevención de riesgos y la salud laboral en el sector marítimo-portuario.
