Recently, the General Office of the Jiangxi Provincial People’s Government issued the “Several Measures on Further Enhancing the Endogenous Driving Force of Jiangxi’s Old Revolutionary Base Areas to Accelerate Revitalization and Development” (hereinafter referred to as the “Measures”), anchoring the goal of basically achieving socialist modernization in Jiangxi’s old revolutionary base areas alongside the rest of the country by 2035, focusing on economic and social development, striving to enhance endogenous driving forces, and accelerating the creation of a high-quality development highland in the old revolutionary base areas.
The “Measures” propose to continuously improve the level of openness. Accelerate the replication and promotion of institutional innovation achievements from the Free Trade Zone and Hainan Free Trade Port, and steadily advance institutional openness. Strengthen and optimize Ganzhou International Land Port, and stably operate China-Europe (Asia) freight trains and rail-sea intermodal trains. Enhance the national logistics hub functions of Ganzhou, Yingtan, and Pingxiang, and support the establishment of Bonded Logistics Centers (Type B) in eligible old revolutionary base areas. Support old revolutionary base areas in carrying out reforms to align with the rules and regulations of developed regions based on actual conditions, and delegate some provincial-level economic and social management powers in accordance with laws and regulations. Support the expansion and adjustment of development zones in eligible old revolutionary base areas.
The “Measures” propose to build a comprehensive three-dimensional transportation network. Adhere to the principle of being moderately ahead but not excessively ahead, and support the priority inclusion of major projects with mature conditions in old revolutionary base areas into relevant special plans. Complete the Nanchang-Jiujiang High-Speed Railway, Changsha-Ganzhou High-Speed Railway, and Ruijin-Meizhou Railway; advance the preliminary work for projects such as Jingdezhen-Yingtan-Ruijin, Nanchang-Xiamen (Fuzhou), and Wenzhou-Wuzhou-Ji’an, and commence construction at appropriate times. Smooth the main transportation corridors, promote the construction of expressways in old revolutionary base areas that cross prefecture-level cities, expand congested sections, and build ring roads; construct out-of-province expressways such as Tongcheng (Jiangxi-Hubei border) to Tonggu and Shangrao (Zhejiang-Jiangxi border) to Yingtan; and optimize the planning and layout of expressway entrances and exits. Implement a new round of rural road improvement actions. Advance projects such as the third-phase expansion and renovation of Ganzhou Golden Airport and the expansion and renovation of Shangrao Sanqingshan Airport, and build a number of general airports. Steadily advance preliminary research on the Zhejiang-Jiangxi-Guangdong Canal, implement the Gan River high-grade waterway improvement project, and conduct research and feasibility studies on the Fuhe River waterway improvement project. Support the construction of national comprehensive transportation hubs such as Ganzhou and Shangrao.
