Canada, Finland and the United States have signed a joint statement of intent to advance the Icebreaker Collaboration Effort Pact, a trilateral initiative aimed at strengthening cooperation in the design, construction and maintenance of Arctic and polar icebreakers.
Kirsten Hillman, Canada’s ambassador to the US, signed the document in Washington on behalf of Minister of Government Transformation, Public Works and Procurement Joël Lightbound, alongside US Secretary of Homeland Security Kristi Noem and Finland’s Minister of Economic Affairs Sakari Puisto.
The statement is intended to reinforce industrial coordination among the three countries, expand workforce development initiatives, align international outreach efforts and support joint research and development frameworks. Officials will meet to outline next steps and plan follow-up sessions next year, while an Industry Day on November 20 will involve private-sector partners.
The announcement builds on cooperation that began with a 2024 memorandum of understanding and includes the US icebreaker fleet renewal initiative launched in October 2025, which engages Canadian and Finnish shipyards.
