Recently, the China Multimodal Transport Development Alliance (hereinafter referred to as the “Alliance”) was established in Beijing. Led by China State Railway Group Co., Ltd. (hereinafter referred to as “China Railway”), the Alliance was jointly initiated by four central state-owned enterprises: China COSCO Shipping Corporation Limited, China Merchants Group, China Logistics Group, and China Digital Logistics Information Co., Ltd. It aims to create a nationwide, cross-industry, open, and non-profit enterprise collaboration platform to promote the high-quality development of multimodal transport in China.
With the core goal of “building the 95306 National Multimodal Transport Platform,” the Alliance will start from customer needs and operational scenarios, relying on the interconnection and sharing of information data. It will jointly build three collaboration platforms—rail-water intermodal transport, rail-road intermodal transport, and technological innovation—along with the 95306 National Multimodal Transport Service Hotline. The focus is on solving bottlenecks and difficulties in industry development, promoting the optimization of transport structure, effectively reducing overall social logistics costs, and serving the construction of a unified national market and a strong transportation nation.
The Rail-Water Intermodal Transport Collaboration Platform will focus on advancing key tasks such as building “train + ship” corridors, formulating intermodal rules, and digital collaborative integration, comprehensively enhancing the level of collaboration across the entire rail-water intermodal transport chain.
The Rail-Road Intermodal Transport Collaboration Platform will take railway logistics stations as its core base, focusing on advancing work such as protecting driver rights, co-building and sharing resources, and deploying green facilities, driving the transformation of rail-road intermodal transport toward intensive efficiency, green, and low-carbon development.
The Technological Innovation Collaboration Platform will closely monitor global trends in multimodal transport technology, conducting joint research in areas such as intermodal standards, equipment innovation, smart green solutions, and data sharing, promoting the transformation and application of innovative achievements.
The 95306 National Multimodal Transport Service Hotline will integrate service resources from all member units, providing one-stop services such as business consultation, demand acceptance, and complaint handling, achieving “one-number response, collaborative handling, and full-process closure,” comprehensively enhancing the customer service experience.
The Alliance’s first batch of 66 member units includes leading enterprises in railways, shipping, ports, comprehensive logistics, and other fields. Subsequent member units may apply to join on a voluntary basis. The Alliance has established a Coordination Committee as its highest body for deliberation and coordination, responsible for reviewing important issues in the Alliance’s operation and coordinating and guiding member units in operational collaboration, joint research and development, and service linkage. A Secretariat is set up under the Coordination Committee, supported by the China Railway Logistics Center for daily operations.
