Within the framework of a meeting with key actors in the logistics sector, the Ministry of Transport of Colombia presented the results of the national diagnostic on container yards. The study highlighted the need to issue specific regulations that establish minimum technical standards to guarantee efficiency, security, and sustainability in the operation of these spaces.
Among the principal findings, the urgency to establish guidelines that address aspects such as management times, tariffs, procedures, coverage, security conditions, energy efficiency, environmental impact, and transparency in operations was underlined. The discussed measures aim to raise service standards and close the operational gaps between yards and shipping companies.
The diagnostic also identified bottlenecks in the operation, allowing for the quantification and prioritization of differentiated alerts according to the service level of each yard. Furthermore, the potential for technological integration with the RNDC Inside module and the inclusion of the cargo manifest as a prerequisite for operation was highlighted, aiming to eliminate physical paperwork, reduce intermediation, and prevent bad practices in appointment scheduling.
As part of the institutional strengthening, an operational support scheme through periodic field visits was proposed. These inspections will allow for a comparison of the information reported by the yards with the experience of users and logistics operators, while also strengthening the control and supervision capacity of the competent authorities.
The initiative is part of a broader strategy by the Government of Colombia to optimize the country’s logistics chain and improve working conditions in the transport sector.
