On May 10, the P378 LDV Floating Storage and Offloading (FSO) vessel project, constructed by the Offshore Engineering Division of Tianshun Wind Energy, was officially launched at the Nantong base. This is the first FSO independently built by Tianshun Wind Energy Group, marking a significant milestone in the group’s transition from land to sea and its deep cultivation of the global high-end offshore engineering market.
The launching process was orderly: after the overall assembly of the FSO was completed, it was rolled onto a semi-submersible vessel using modular transporters, towed by the semi-submersible vessel to the designated launching sea area for floating out of the dock, and then orderly towed back to the base dock by four tugboats for berthing, to facilitate the completion of outfitting and commissioning work. The entire process was efficient and smooth, demonstrating the professional strength of Tianshun Offshore Engineering.
From the steel plate cutting in February 2025, to the keel laying in July 2025, and now to the official launch, the breakthrough at each key node embodies the ingenuity and perseverance of Tianshun Wind Energy, marking that this high-end offshore engineering project has officially entered the substantive final stage, smoothly transitioning from the construction phase to the delivery phase.
As a key high-end offshore engineering project promoted by the group, the LDV FSO project is jointly constructed by Tianshun Wind Energy’s subsidiary Nantong Changfeng New Energy Equipment Technology Co., Ltd. and Singapore’s OceanSTAR Elite Group. The platform has a length of 191 meters, a width of 39 meters, a depth of 29 meters, and a lightweight of 14,000 tons. It adopts internationally leading design standards, is equipped with an advanced single-point mooring system and a modern living area accommodating 80 people, requires no dry docking for 15 years after delivery, and has obtained certification from the American Bureau of Shipping (ABS).
The overall project adopts the EPCC general contracting model, covering the entire process of engineering design, material procurement, construction, and system commissioning. The designed storage capacity is 460,000 barrels, precisely matching the operational needs of the LDV oil field.
The project integrates cutting-edge offshore engineering technologies, which can not only effectively improve energy utilization efficiency and reduce the operational costs of offshore oil fields, but also provide solid hardware support for the green and sustainable development of offshore oil fields, contributing to the high-quality development of the global energy industry.
At the Nantong base, construction of Tianshun Offshore Engineering’s second FSO, the BLKB project, began in December 2025. This platform has a length of 191 meters, a width of 39 meters, and a depth of 21 meters. The design service life of the project is 23 years, and it is planned to be delivered in the first half of 2027. Based on the construction of these two projects, Tianshun will expand more key layouts across broader and more technically challenging offshore engineering fields.
The successful launch of this first FSO not only confirms that Tianshun Offshore Engineering possesses the independent construction capability for international high-end offshore engineering equipment, but also lays a solid foundation for undertaking more high-value-added offshore engineering products and expanding into the global high-end offshore engineering market. This successful launch also demonstrates that Tianshun Offshore Engineering is fully capable of providing complete solutions for high-end offshore engineering customers worldwide.
It is understood that in October 2024, Tianshun Wind Energy, through its wholly-owned subsidiary Nantong Changfeng New Energy Equipment Technology Co., Ltd., obtained an EPC construction contract for a Floating Storage and Offloading vessel from OceanSTAR Elite Group, with a total project amount of $45 million (approximately RMB 320 million). According to the contract, Nantong Changfeng New Energy will provide services including process design, hull construction, material and partial equipment procurement, installation, and pre-commissioning for the FSO, which will be used for oil and gas field development in offshore projects in Southeast Asian waters. The project construction period is approximately 22 months.
