To counter the US Section 301 investigation measures against China’s maritime, logistics, and shipbuilding sectors, and upon approval by the national coordination mechanism for countering foreign sanctions, the “Decision on Taking Countermeasures Against Five US-Related Subsidiaries of Hanwha Ocean Co., Ltd.” is hereby promulgated and shall take effect from October 14, 2025.

Decision on Taking Countermeasures Against Five US-Related Subsidiaries of Hanwha Ocean Co., Ltd.

The United States’ initiation of a Section 301 investigation and implementation of measures against China’s maritime, logistics, and shipbuilding sectors seriously violate international law and fundamental norms of international relations, and severely harm the legitimate rights and interests of Chinese enterprises. The relevant US subsidiaries of Hanwha Ocean Co., Ltd. assisted and supported the US government’s related investigation activities, endangering China’s sovereignty, security, and development interests.

Pursuant to Articles 3, 4, 6, 9, 10, and 15 of the “Anti-Foreign Sanctions Law of the People’s Republic of China,” and Articles 3, 5, 8, and 10 of the “Provisions on the Implementation of the Anti-Foreign Sanctions Law of the People’s Republic of China,” and upon approval by the national coordination mechanism for countering foreign sanctions, China has decided to include the following five US-related subsidiaries of Hanwha Ocean Co., Ltd.—Hanwha Shipping LLC, Hanwha Philly Shipyard Inc., Hanwha Ocean USA International LLC, Hanwha Shipping Holdings LLC, and HS USA Holdings Corp.—into the countermeasures list and implement the following countermeasures: organizations and individuals within the territory of China are prohibited from engaging in transactions, cooperation, and other related activities with them.

Question: Recently, the Ministry of Commerce announced countermeasures against five US-related subsidiaries of Hanwha Ocean Co., Ltd. What are the considerations behind this?

Answer: On October 14, US Eastern Time, the United States began implementing final measures from its Section 301 investigation into China’s maritime, logistics, and shipbuilding sectors. This seriously violates international law and fundamental norms of international relations and severely harms the legitimate rights and interests of Chinese enterprises. The relevant US subsidiaries of Hanwha Ocean Co., Ltd. assisted and supported the US government in conducting the Section 301 investigation and implementing measures against China’s maritime, logistics, and shipbuilding sectors. China expresses strong dissatisfaction and firm opposition to this. To safeguard its own sovereignty, security, and development interests, and in accordance with the “Anti-Foreign Sanctions Law of the People’s Republic of China” and other relevant laws and regulations, and upon approval by the national coordination mechanism for countering foreign sanctions, China has decided to include the five US-related subsidiaries of Hanwha Ocean Co., Ltd. into the countermeasures list, prohibiting organizations and individuals within the territory of China from engaging in transactions, cooperation, and other related activities with them.

China urges the United States and the relevant companies to respect the facts and multilateral economic and trade rules, adhere to the principles of market economy and fair competition, correct their wrong practices as soon as possible, and stop harming China’s interests.
