In order to comprehensively enhance the safety level of maritime tourism passenger transport and ensure the sustained and healthy development of the city’s coastal cultural tourism industry, under the overall coordination of the Dalian Maritime Search and Rescue Center, Dalian Maritime Safety Administration and Dalian Cultural, Sports and Tourism Group jointly hosted the “Maritime Tour Dalian · Maritime Bus” Ship-Shore Emergency Joint Drill on June 29. This drill closely focused on the actual development of Dalian’s coastal cultural tourism, targeting potential safety risks in the maritime tourism passenger transport sector. Through highly practical exercises, it comprehensively tested emergency response capabilities, further improved the maritime emergency rescue system, and built a solid barrier for the travel safety of the general public and tourists.
In recent years, the popularity of Dalian’s maritime tourism has continued to rise. Eleven operating terminals have achieved full connectivity, and the scenery along the 20-nautical-mile golden coastline has made “Maritime Tour Dalian” a highly attractive cultural tourism brand. However, with a significant increase in the frequency of maritime navigation in the jurisdiction, the pressure to prevent and control various sudden dangers is also growing. To strictly implement safety production requirements, consolidate the main responsibility of operators, and strengthen multi-departmental coordination capabilities as well as the self-rescue and mutual-rescue capabilities of tourist vessels, the Dalian Maritime Search and Rescue Center, Dalian Maritime Safety Administration, and Dalian Cultural, Sports and Tourism Group jointly organized this drill.
The drill adopted a model of “real-scenario simulation, practical exercise, ship-shore linkage, and multi-party coordination,” realistically simulating multiple complex emergencies such as a sudden local fire on a vessel at sea and a person overboard. After the emergencies occurred, personnel on board quickly initiated self-rescue according to the emergency deployment plan and immediately sent alarm information to the Municipal Search and Rescue Center and the company command center. Upon receiving the alert, the Dalian Maritime Search and Rescue Center swiftly activated the emergency response mechanism, efficiently coordinated and dispatched various rescue forces, and issued precise instructions. Participating units including Dalian Maritime Safety Administration, Dalian Cultural, Sports and Tourism Group, Xigang District Wanzhong Rescue Service Center, and Zhongshan District Heima Rescue Service Center cooperated closely, carried out coordinated response actions, and successfully completed all core drill subjects. The entire drill process was standardized, orderly, and seamlessly connected, fully demonstrating the practical capabilities and efficient coordination level of each unit under emergency conditions.
This drill deployed a total of 13 vessels of various types and involved over 60 participants. The drill prominently highlighted the characteristics of “practical combat, specialization, and intelligence,” incorporating modern rescue equipment such as over-the-horizon remote reconnaissance emergency rescue drones and水上救援机器人 (water rescue robots) and other new devices, significantly enhancing the technological content of emergency response. The drill not only comprehensively tested the entire chain process from early warning to response, effectively honed the multi-party coordination mechanism, but also further improved the emergency plan system, laying a solid foundation for consolidating the safe operation foundation of Dalian’s maritime tourism passenger transport and enhancing ship-shore coordinated emergency response capabilities.
In the next step, the Dalian Maritime Search and Rescue Center and Dalian Maritime Safety Administration will work with Dalian Cultural, Sports and Tourism Group to continuously optimize emergency plans for the city’s coastal tourist vessels, improve the self-rescue and mutual-rescue system, strengthen training for ship and shore personnel, thoroughly investigate and rectify various potential safety hazards, protect the travel safety of citizens and tourists with concrete actions, polish Dalian’s cultural tourism brand, and assist the coastal cultural tourism industry in achieving safe and high-quality development.
