China News Service, Shanghai, May 6 (Gao Zhimiao) The 2026 Global Digital Cooperation Exchange Conference and Global Data Week opened in Shanghai on the 6th. At the meeting, the Shanghai comprehensive pilot project for international cooperation in the data field was simultaneously launched.

This pilot focuses on 6 major sectors and 17 specific tasks. Aiming towards 2030, Shanghai will strive to build a new system for international data cooperation featuring leading infrastructure, mutual recognition of rules, enabling carriers, and integrated scenarios. It will closely focus on unleashing data value, prospering the digital economy, and promoting digital services for overseas expansion, creating a work pattern of “a high-standard new foundation for cross-border data, a high-quality new system for mutual recognition of rules, a high-capacity new carrier for international cooperation, and a highly collaborative new ecosystem for overseas expansion services,” exploring innovations for participating in global digital governance and promoting the convenient cross-border flow of data.

In terms of building interconnected data infrastructure, Shanghai will deploy cross-border data flow service infrastructure that is integrated internally and externally, safe and open. Based on the existing layout of international data centers and blockchain networks, it will advance the construction of international networks, cross-border storage and computing, and “head-to-head” data cross-border service facilities, solidifying the foundation for cross-border data circulation.

In terms of establishing mutually recognized and trusted data standards, the negative list for data出境 (outbound data transfer) in the national comprehensive pilot area for expanding service sector opening (Shanghai) was recently released. The coverage of the negative list has been expanded from the free trade zone to the entire city. In the future, Shanghai will continue to optimize the cross-border data flow mechanism and promote digital rule dialogues and project cooperation between Shanghai-Hong Kong, Shanghai-Singapore, and more cities.

In terms of building integrated and innovative international cooperation carriers, Shanghai will implement the pilot requirements, promote the creation of high-level international data cooperation demonstration zones in areas such as Pudong and Hongqiao, and simultaneously cultivate digital overseas expansion service clusters in fields such as fintech, digital technology, digital content, and data compliance, combined with regional industrial characteristics.
