Deputy Chief Chen Mengyu under investigation, three officials at Ningbo Customs have “fallen from grace” this month.

On November 17, according to information from the Central Commission for Discipline Inspection (CCDI) and the National Commission of Supervision stationed discipline inspection and supervision team at the General Administration of Customs and the Liaoning Provincial Commission for Discipline Inspection and Supervision: Chen Mengyu, Deputy Director of Ningbo Customs and a First-Level Inspector, is suspected of serious violations of discipline and law. He is currently undergoing disciplinary review by the CCDI and National Commission of Supervision team stationed at the General Administration of Customs and supervisory investigation by the Anshan City Supervision Commission in Liaoning Province.

Public information shows that Chen Mengyu is male, of Han ethnicity, born in August 1965, a native of Cixi, Zhejiang, a member of the Communist Party of China. He started working in July 1986, holds a postgraduate degree from a Party school, and is an agronomist.

He has previously worked at the Ningbo Animal and Plant Quarantine Bureau, Ningbo Entry-Exit Inspection and Quarantine Bureau, Zhejiang Entry-Exit Inspection and Quarantine Bureau, and Hangzhou Customs. In July 2006, he served as Deputy Director and Party Leadership Group Member of Ningbo Entry-Exit Inspection and Quarantine Bureau. In October 2015, he served as Deputy Director and Party Leadership Group Member of Zhejiang Entry-Exit Inspection and Quarantine Bureau. In August 2018, he served as Deputy Director and Party Leadership Group Member of Hangzhou Customs. In October 2019, he served as Deputy Director and Party Committee Member of Hangzhou Customs. In December 2019, he served as Deputy Director and Party Committee Member of Ningbo Customs. Prior to being investigated, he held the position of Deputy Director of Ningbo Customs and First-Level Inspector.

This is the third person from Ningbo Customs publicly announced this month to be undergoing review and investigation.

He is currently undergoing disciplinary review by the CCDI and National Commission of Supervision team stationed at the General Administration of Customs and supervisory investigation by the Anshan City Supervision Commission in Liaoning Province.

Public information shows that Qian Xianming previously held positions such as Director of the Risk Management Department and Director of the Customs Clearance Department at Ningbo Entry-Exit Inspection and Quarantine Bureau. In March 2019, he served as Director of the Animal and Plant Quarantine Department of Ningbo Customs, among other roles.

On November 10, according to information from the Central Commission for Discipline Inspection and the National Commission of Supervision stationed discipline inspection and supervision team at the General Administration of Customs and the Liaoning Provincial Commission for Discipline Inspection and Supervision: Lu Guomiao, former Inspector of Ningbo Customs, is suspected of serious violations of discipline and law. He is currently undergoing disciplinary review by the CCDI and National Commission of Supervision team stationed at the General Administration of Customs and supervisory investigation by the Anshan City Supervision Commission in Liaoning Province.

Public information shows that Lu Guomiao is male, of Han ethnicity, born in 1956, a native of Yuyao, Zhejiang. He started working in 1979, holds an undergraduate university degree, and is a senior veterinarian. He previously served as Deputy Director of Ningbo Animal and Plant Quarantine Bureau; Director of Beilun Entry-Exit Inspection and Quarantine Bureau; Deputy Director of Ningbo Entry-Exit Inspection and Quarantine Bureau, and Party Leadership Group Member and Inspector (this organization was merged into Ningbo Customs after the 2018 institutional reform).

It is worth noting that Lu Guomiao had already retired in 2016, and his investigation occurs nine years later.

The official website of Ningbo Customs introduces that Ningbo Customs is a directly subordinate customs agency directly under the leadership of the General Administration of Customs. It is responsible for the operation, management, supervision, and monitoring of customs work within designated ports and related regional areas.
