People’s Daily Online, Haikou, November 23 (Reporter Li Xueshan) On November 22, the 2025 20th China Intelligent Transportation Annual Conference, hosted by the China Intelligent Transportation Association and undertaken by Hainan Provincial Transportation Investment Group Co., Ltd., successfully concluded in Haikou. The specially organized “Hainan Smart Transportation Industry Development Special Event” shared Hainan’s experience with the world, showcased Hainan’s opportunities, continuously expanded its “circle of friends,” injecting powerful new momentum into building a Hainan model for a strong transportation nation and boosting the high-quality development of the Hainan Free Trade Port.
In recent years, Hainan has adhered to technology empowerment, accelerated the construction of the “Digital Transportation Island,” and achieved abundant results. Digital Empowerment of Supervision: Pioneered pressure testing for “first-line liberalization, second-line control” in the transportation sector, promoted the iteration of the supervision system for “zero-tariff” imported vehicles and yachts, and upgraded the logistics supervision platform for outbound goods at “second-line ports.” The pilot for “Vehicle-Road-Cloud Integration” and open test roads reached 1,230 kilometers. Digital Empowerment of Systems: Facilitated the full release of policy benefits such as “exemption from tariffs for processed goods with over 30% value-added,” VAT rebates for domestically built international ships, tax exemptions for imported ships, and bonded oil refueling. Digital Empowerment of Operations: Achieved “reservation-based crossing” for Qiongzhou Strait /roll-off passenger transport; realized full 5G coverage and intelligent dispatch for the Ring Island High-Speed Railway; achieved 100% coverage for 5G signals on the Ring Island Tourist Highway, e-tickets at passenger stations, and universal smart cards for urban public transport; established a smart passenger and freight logistics system covering urban and rural areas. Digital Empowerment of Infrastructure: Fully implemented “machine-managed bidding” for highway and waterway projects; put the “Transportation Engineering Full-Cycle Supervision Platform” into use; widely applied intelligent detection, intelligent monitoring, and early warning equipment, providing strong guarantees for project quality and safety.
On November 20, the 2025 20th China Intelligent Transportation Annual Conference specifically held the “Hainan Digital-Intelligent Transportation Island Seminar,” comprehensively showcasing Hainan’s opportunities. Well-known scholars and corporate representatives from related fields in the intelligent transportation industry deeply shared and discussed topics such as how artificial intelligence will shape new travel scenarios and empower new paths for transportation development, actively offering suggestions for improving and upgrading the transportation development of the Hainan Free Trade Port.
Hainan is accelerating the “Four-Network Integration” of the energy network, road network, communication network, and vehicle network to build a digital-intelligent transportation foundation. The total highway mileage in the province exceeds 42,000 kilometers, the “Five-Ring” road network is gradually being perfected, and the Ring Island Tourist Highway has become a demonstration window for smart transportation. As of the end of October, the province had 36,800 5G base stations, achieving 100% coverage in administrative villages and along the Ring Island Tourist Highway. The number of new energy vehicles exceeded 500,000, with the vehicle-to-pile ratio improving to 2.1:1, and full coverage of charging stations in expressway service areas and townships was achieved. Computing power facilities such as Yazhou Bay Science and Technology City and the Lingshui Undersea Data Center have been put into use, providing strong support for massive traffic data processing. Meanwhile, Hainan is an ideal testing ground for digital-intelligent technologies. The province has 3 national-level vehicle networking pilot projects, with open test areas of 1,950 square kilometers and test roads of 1,230 kilometers, ranking among the top in the country. Autonomous driving has achieved commercial operation first in tourism scenarios, key applications like “Digital Qiongzhou Strait” and “Free-Flow Toll Technology Innovation” are being advanced, and a cross-domain application ecosystem for intelligent transportation is taking shape.
On November 21, the 2025 20th China Intelligent Transportation Annual Conference specifically held the Digital-Intelligent Transportation Industry-Academia-Research Integration Development Forum, building a bridge for deep integration of government, industry, academia, research, and application. Domestic transportation industry guests closely aligned with the strategic needs for high-quality transportation development in the Hainan Free Trade Port, actively offered suggestions and ideas to help realize the beautiful vision of “people enjoying their journeys and goods flowing smoothly.”
Hainan University and Hainan Transportation Group signed a comprehensive strategic cooperation agreement, laying a solid foundation for deep school-enterprise integration. The jointly established “Comprehensive Transportation Scenario Innovation Center” was unveiled simultaneously. Additionally, a signing ceremony for school-enterprise ecological partnership cooperation was held.
On the same day, the Hainan Free Trade Port Intelligent Transportation Industry Investment Promotion Conference (hereinafter referred to as the Investment Promotion Conference) was held in Haikou. Themed “Gathering the Strength of the ‘Ecosystem’ to Assist the High-Quality Development of Intelligent Transportation in the Hainan Free Trade Port,” the Investment Promotion Conference featured on-site activities such as signings, unveilings, and investment promotions, providing a cooperation and exchange platform to promote the rooting, blossoming, and fruiting of the intelligent transportation industry in Hainan. Hainan Transportation Group and Anhui Provincial Transportation Holding Group Co., Ltd. formally signed an agreement for intelligent transportation industry ecological co-construction cooperation. Subsequently, Hainan Transportation Group and Bawitong Technology Co., Ltd. completed the signing of the “Intelligent Transportation Full-Scenario Project.”
At the Investment Promotion Conference, the “Haikou Initiative for Intelligent Transportation Development in the New Era,” jointly initiated by relevant units from “government, industry, academia, research, and application” both inside and outside the province, was publicly released globally for the first time. The initiative looks forward to all sectors of “government, industry, academia, research, and application” working together with one heart to tackle tough problems and jointly create an intelligent transportation development model that demonstrates Chinese characteristics and gathers Hainan’s wisdom.
