Emissioni, Confetra: “Good the postponement of ETS 2 to 2028”

The decision to postpone the introduction of the emissions trading system for buildings and road transport by one year represents an important signal from the Confederation for businesses and families

Confetra (General Italian Confederation of Transport and Logistics) welcomes the vote of the European Parliament – which mirrors the Council’s vote of November 5th – on the postponement of the start of ETS 2 to 2028, as part of the Package for the implementation of climate goals. The decision to postpone the introduction of the emissions trading system for buildings and road transport by one year represents an important signal from the Confederation for businesses and families, who are called upon to bear significant costs related to the energy transition in the coming years.

“The postponement to 2028 – explains Confetra – avoids the overly abrupt impact that the start of ETS2 in 2027 would have had for road transport and logistics, in a context where low-emission alternatives are not yet widespread nor economically sustainable. We would have preferred a broader extension, as proposed by some Italian MEPs, but the compromise reached still represents a step in the right direction”.

According to the Confederation, 2027 would have been a premature start for a carbon pricing system applied to fuels, “especially in light of current critical issues: insufficient charging network, technological solutions not yet mature, high costs of zero-emission vehicles and a market unable to absorb additional investments without adequate adaptation times”.

For this reason, Confetra now hopes for a rapid conclusion of the interinstitutional negotiations and a definitive agreement in the first months of next year, so as to guarantee regulatory certainty, a clear time horizon and adequate conditions for planning investments in fleet renewal. “The goal of decarbonization remains central – concludes the note – but it must be pursued with balanced, realistic tools that are compatible with the competitiveness of the European logistics system”.
