Port infrastructure company Euroports has signed a memorandum of understanding (MoU) with consortium partners Van Oord and Smulders to develop a new offshore wind port in Liepaja, Latvia.

In response to the growing offshore wind park developments in the Baltics and the associated lack of port capacity, Euroports and its partners see a unique opportunity to develop a new 55-square-meter offshore port in Liepaja.

This terminal will be located near future offshore developments and will be one of the future hubs for offshore wind parks in the area.

One of the consortium partners, Van Oord, has already signed a two-year reservation agreement with the Liepaja Special Economic Zone Authority for the construction of the offshore wind farm support base and an oversized cargo terminal in the Liepaja port.

Van Oord, as a territory developer and investor, will design and build the offshore wind support base in the Outer Harbor of the Port of Liepaja. The location is surrounded by breakwaters and equipped with three port gates.

Apart from providing the port infrastructure capacity needed for the construction of wind farms in the Baltic Sea, it is expected that the developed site will be used for handling other oversized cargoes as well as for industrial manufacturing purposes.

During the two-year validity term, Van Oord will carry out preparatory works, which include research, business plan development, technical design, and engagement of the partners.

Construction of the offshore wind support base in the Outer Harbor of the Port of Liepaja is planned for 2026, with operation planned in the middle of 2027.
