To deeply advance the major investigation and rectification of waterway transportation safety hazards, effectively prevent and resolve various hidden risks in nighttime navigation, and strengthen the defense line for water area safety in the jurisdiction, on August 5, the Fuzhou transportation department focused on weak links in nighttime supervision and solidly carried out a special inspection action for nighttime navigation safety of inland river transport vessels.
At night, visibility on the water surface is low, and the navigation environment is complex and changeable. Safety hazards such as illegal vessel navigation, equipment failure, and dereliction of duty by personnel are highly concealed and carry high risk coefficients. This special inspection precisely targeted high-risk points in nighttime navigation, focusing on various inland river transport vessels underway and at anchor in the jurisdiction as key inspection targets, adopting the method of nighttime surprise inspections to carry out list-based, full-coverage, and no-dead-angle hidden danger investigation and rectification work.
During the inspection process, law enforcement personnel strictly implemented the requirements of the major investigation and rectification of waterway transportation safety hazards, checking item by item the vessel manning situation, the validity of crew competency certificates, and the performance of duty watches and on-post duties; carefully verifying the quantity, condition, and standardized storage of fire-fighting equipment and life-saving appliances on board; and focusing on checking the working condition of nighttime navigation aids such as navigation signal lights. At the same time, on-site spot checks were conducted on the effectiveness of the implementation of vessel safety production management systems and the practical operational capabilities of crew members, promptly correcting problems such as inadequate crew performance of duties, poor equipment condition, and non-standard use of signal lights, effectively resolving nighttime navigation risks and hidden dangers in the bud and eliminating them on site.
In the next step, the Fuzhou transportation department will continue to increase the frequency of nighttime inspections, focus on key time periods, keep a close eye on key vessels, consolidate the primary responsibility of vessel owners for safety production, solidly advance the major investigation and rectification of waterway transportation hidden dangers, and consolidate the stable and improving trend of water traffic safety in the jurisdiction.
