On the 9th, the inaugural launch event for the Fujian-Guangdong-Hong Kong “Cross-Border Single Lock” express customs clearance mode was held in Fuzhou. A transport vehicle fully loaded with mail successfully departed for Hong Kong after being automatically sealed with a smart lock via the intelligent checkpoint system, marking the official commencement of the “Cross-Border Single Lock” express customs clearance service in the Fuzhou customs district.
The Fujian Provincial Department of Commerce stated that this represents another significant milestone following its implementation in the Xiamen customs district, signifying the full coverage of the “Cross-Border Single Lock” express customs clearance mode across Fujian Province. This initiative further enhances the efficiency and quality of logistics for goods shipped from Fujian to Hong Kong or transited globally via Hong Kong, injecting new momentum into the high-quality development of Fujian’s export-oriented economy.
The “Cross-Border Single Lock” is a streamlined cross-border customs transfer model that integrates the “Cross-Border Express Road Customs Clearance” reform by China’s General Administration of Customs with Hong Kong Customs’ “Multi-Modal Transshipment Facilitation Scheme.” Under this model, customs authorities in Fujian, Guangdong, and Hong Kong collaborate closely. Export express shipments complete documentation declaration and clearance in Fuzhou, are sealed with smart locks, and then automatically verified at Shenzhen ports en route to Hong Kong, achieving “single declaration, single inspection, and direct transit throughout.”
Compared to traditional road transfer customs procedures, the “Cross-Border Single Lock” mode utilizes smart locks and 5G IoT technology. Export shipments are equipped with electronic locks upon departure, eliminating the need for intermediate unloading or port inspections. During transit, satellite positioning devices track vehicle locations and routes in real time, while checkpoint systems automatically verify arrivals and clearances, significantly reducing inspection wait times and achieving the regulatory goal of “efficient clearance with robust oversight.”
Under the new model, shipments from Fuzhou to Hong Kong take only 16 hours, cutting transit time by 6-8 hours compared to the previous method, while reducing logistics costs by 28%. This effectively addresses the high cross-border logistics expenses faced by local small and medium-sized enterprises.
A representative from the Fujian Provincial Department of Commerce emphasized that efforts will continue to expand the application scope and service functions of the “Cross-Border Single Lock” based on enterprise needs, further building more efficient and convenient international logistics channels to contribute greater port-driven strength to Fujian’s high-level openness and high-quality development.
