The Board of Directors of the Greater Victoria Harbour Authority (GVHA) appointed Jeremy Dunn as the new Chief Executive Officer (CEO) of the organization, effective July 7, 2026.
Dunn brings more than two decades of experience in port operations, commercial development, major infrastructure, and coastal asset management; most recently, he served as Vice President of Operations at the Hamilton-Oshawa Port Authority (HOPA Ports), where he orchestrated rapid commercial growth for Ontario’s coastal communities.
He also served as HOPA’s Commercial Vice President between 2019 and 2024, managing a portfolio of real estate assets and more than 150 commercial tenants.
The Hamilton-Oshawa Port Authority manages an integrated port network in Hamilton, Oshawa, and the Niagara region, which includes more than 5.66 km2 of deep-water terminals, warehouses, cargo facilities, multimodal services, and maritime rail links.
During his tenure, Dunn led the commercial development of industrial hubs along the Welland Canal and attracted partner investments for the construction of a USD 95 million sugar refinery, as well as for the modernization of an agri-food terminal valued at USD 25 million.
He also brings experience in transportation construction and civil infrastructure development at The Miller Group, where he held various leadership roles.
Dunn replaces Don Krusel, who served as GVHA’s interim CEO since December 2025 and will return to his position on the Board of Directors. During his six-month tenure, he provided strategic leadership on several key initiatives.

Dunn said he is eager to begin. “Victoria has a unique port that offers unique opportunities. I am excited by the challenge of leading GVHA in its next stage. I look forward to meeting the people who care deeply about this port and working together to develop the full potential of GVHA’s coastal properties, while ensuring they continue to serve the region for generations,” he indicated.
