To assist shipping enterprises in implementing crew training and management responsibilities, and enhancing the professional capabilities and safety awareness of seafarers, the Maritime Safety Administration of the Ministry of Transport recently issued the “Guidelines for Pre-duty Safety Education and Training for Seafarers on Ocean-Going Ships of Shipping Enterprises” (hereinafter referred to as the “Guidelines”).
The “Guidelines” specify that pre-duty safety education and training for seafarers is a critical component of safety management in shipping enterprises. They clarify the division of training responsibilities, the two-tier training content for shore-based and shipboard training, the arrangement of training hours, training methods, training workflow, assessment of training effectiveness, and closed-loop management processes, providing enterprises with scientific technical references.
The “Guidelines” define the responsibility system, strengthening the training duties of top management, crew management departments, various shore-based departments, and ships to ensure the effective implementation of pre-duty training; they detail the training content, specifying 13 modules for shore-based training and 6 modules for shipboard training, forming the “List of Pre-duty Safety Education and Training Outlines for Seafarers” for easy reference and application; they innovate training methods, encouraging the use of digital platforms for general content training, combined with offline centralized instruction and on-site practical training on ships to enhance training effectiveness; they strengthen the management of training hours, proposing recommended hours for different categories such as newly hired crew and transferred crew, with pre-duty training for crew on dangerous goods ships requiring no less than 72 hours, highlighting safety requirements for key positions; they standardize training process management, establishing workflows covering normal situations and special circumstances such as emergency replacements to ensure orderly implementation of training.
