According to the official WeChat account of Beibu Gulf Port Group, on November 24, Hu Huaping came to Beihai to investigate the production and operation, port-enterprise coordination, and development planning of Beibu Gulf Port Beihai Terminal, indicating that he has assumed the roles of Party Committee Secretary and Chairman of Beibu Gulf Port Group.
In November 2025, Guangxi released a pre-appointment publicity for leading cadres. After research and decision by the Autonomous Regional Party Committee, Hu Huaping was proposed to hold a principal position in a regional directly-administered enterprise.
On November 1, 2025, Liu Shengyou, the former Party Committee Secretary and Chairman of Beibu Gulf Port Group, was elected as the Mayor of Liuzhou City, leaving the chairman position vacant.
It is understood that Hu Huaping has long served in the transportation system and is familiar with port and shipping business. During his tenure as a member of the Party Leadership Group and Deputy Director of the Guangxi Zhuang Autonomous Region Department of Transport, Hu Huaping was responsible for the planning, construction management of the entire region’s water transport (including inland rivers and coastal), waterway transport management, waterway maintenance and management, ship inspection, the construction of the New Western Land-Sea Corridor (Pinglu Canal), the unified coordination of work safety and emergency management in the transportation industry, and was responsible for transportation news releases, among other duties. He oversaw the Department’s Water Transport Management Office (Canal Management Office), Safety Supervision Office (Emergency Management Office), and the Autonomous Region Port and Shipping Development Center, and liaised with the Pinglu Canal Group, etc.
He had accompanied inspections of Beibu Gulf Port Group and Xijiang Group, and attended promotional and interpretation activities for two water transport plans: the “Beibu Gulf Port Master Plan (2035)” and the “Guangxi Zhuang Autonomous Region Inland Waterway and Port Layout Plan.” While serving as Deputy Secretary-General of Guangxi Zhuang Autonomous Region, Hu Huaping also presided over the opening and maiden voyage ceremony of the Beibu Gulf International Cruise Home Port, having numerous work-related intersections with Beibu Gulf Port Group. In recent years, there have been many changes in the leadership team of Beibu Gulf Port Group, with frequent movement between government and enterprises. Hu Huaping’s assumption of the roles of Party Committee Secretary and Chairman of Beibu Gulf Port Group is another typical case of this trend. A government leader familiar with port and shipping business steering a port group, understanding the industry while being familiar with government-enterprise coordination, is beneficial for enterprise development.

Hu Huaping, male, Han ethnicity, born in November 1975, member of the Communist Party of China, postgraduate degree, Master of Engineering, senior economist, senior engineer. He has successively held positions as Director of the Comprehensive Transport Management Office, Director of the Safety Supervision Office (Emergency Management Office), and Director of the Science and Education Office of the Guangxi Zhuang Autonomous Region Department of Transport. In March 2020, he was appointed as a member of the Party Leadership Group and Deputy Director of the Guangxi Zhuang Autonomous Region Department of Transport; in April 2020, he concurrently served as Director of the Guangxi Zhuang Autonomous Region Port and Shipping Development Center (Autonomous Region Ship Inspection Center). In August 2024, he was appointed as Deputy Secretary-General of the People’s Government of Guangxi Zhuang Autonomous Region, Deputy Director of the General Office, and member of the Party Leadership Group.
