On August 6, a reporter learned from the Fujian Provincial Department of Transportation that in the first half of this year, Fujian completed 52.908 billion yuan in highway and waterway investment, exceeding the scheduled progress by 2.9 percentage points, successfully achieving the “double half” target. The province’s total turnover of highway and waterway transport increased by 1.7% and 2.9% year-on-year respectively, effectively serving the province’s overall economic and social development.
Substantive breakthroughs were achieved in key project tackling. Fujian introduced 10 targeted policy measures, implementing “weekly scheduling, monthly reporting, and quarterly evaluation” for 209 key projects, using refined management to accelerate project efficiency and effectiveness. In the first half of the year, a number of major transportation projects delivered frequent good news — the Xiamen-Kinmen Bridge (Xiamen Section) successfully completed key phased construction nodes, the province’s largest-span bridge commenced large-scale hoisting, and the shield tunneling for the left line of the Huandao Road Tunnel was officially launched; the Shenyang-Haikou Expressway Zhangzhou Section expansion project was officially opened to traffic, upgrading the main Xiamen-Zhangzhou artery to a full eight-lane two-way road; the G228 line Putian Houhai Cross-Sea Bridge was completed and opened to traffic, with the 2,172-meter cross-sea passage reducing crossing time by 75%. In addition, Fujian’s transportation sector newly started 16 projects including the Fuzhou Zhengyong Yangli to Xiaoruo Section and the berth expansion project of Bitou Operation Area in Fuzhou Port Jiangyin Port Area, with a number of key projects achieving breakthrough progress one after another.
Port economy demonstrated strong resilience. In the first half of the year, container throughput at coastal ports reached 8.8825 million TEUs, a year-on-year increase of 1.5%. Emerging markets showed prominent growth momentum, with 5 new international routes added, and Southeast Asia routes completing throughput of 1.25 million TEUs, an increase of 24.2%. Hinterland expansion achieved notable results, with the opening of the “Silk Road Maritime” special train from Chengdu to Xiamen, and sea-rail intermodal container volume from outside the province reaching 122,000 TEUs, an increase of 44.2%. The pioneering “arrival at station means arrival at port” sea-rail intermodal model for automobile exports was created, with 56,000 complete vehicles exported, an increase of 469%. Passenger volume on the “Mini Three Links” reached 1.145 million person-trips, a year-on-year increase of 26.4%, setting a new historical high, with the role of the Fujian-Taiwan cross-strait maritime corridor continuing to stand out.
The benefits of livelihood projects were steadily released. The “Two Connectivity Projects” newly completed 3 projects in the first half of the year. In the first half of the year, 70 service area access points handled 4.255 million vehicle trips, with revenue of approximately 230 million yuan, a year-on-year increase of 3.8%, of which agricultural specialty product revenue was approximately 19.756 million yuan, a year-on-year increase of 58.0%, effectively driving agricultural product sales and rural economic development along the routes.
Projects to deliver practical benefits for the people progressed smoothly. Approximately 864.1 kilometers of ordinary national and provincial highways and rural roads were constructed and upgraded, accounting for 86.4% of the annual plan; 48 dangerous bridge renovations were completed, accounting for 68.6% of the annual plan, both exceeding scheduled progress. The quality upgrade of expressway service areas was implemented simultaneously, with 1,100 age-friendly toilet seats, 1,171 charging guns, and 6 “driver homes” newly added. The first batch of 10 heavy-duty truck charging stations on expressways was completed and put into operation, with construction started on 16 heavy-duty truck battery swap stations; 872 new charging piles were put into operation, increasing charging coverage for car parking spaces at service areas to 21.8%, with continuous improvement in the travel experience of the public.
