People’s Daily Chongqing, June 24 (Chen Qi, Liu Min) Currently, the construction of the New International Land-Sea Trade Corridor is transitioning from a “logistics corridor” to a new 2.0 phase of upgrading towards an “institutional corridor” and “economic corridor.” On June 24, Yuzhong District, Chongqing, held a work promotion meeting on deeply integrating into the construction of the New International Land-Sea Trade Corridor. The meeting clarified the目标任务 and work plan for Yuzhong District’s deep integration into the New International Land-Sea Trade Corridor construction during the “15th Five-Year Plan” period and the 2026 work plan.
The work plan proposes that in 2026, the freight volume and cargo value transported via the New International Land-Sea Trade Corridor through Yuzhong District will both increase by over 15% year-on-year; more than 10 new international freight forwarding logistics enterprises will be added, and over 2 new logistics enterprises will be included in the statistical system; total foreign trade import and export value will exceed 12 billion yuan, a year-on-year increase of over 15%, and trade volume with ASEAN will increase by over 10% year-on-year; actual utilized foreign capital will exceed 38 million US dollars, a year-on-year increase of over 15%; the number of departure tax refund stores will exceed 300; cross-border financing scale will break through 16 billion yuan; revenue from foreign-related legal services will increase by over 15% year-on-year.
Enterprise cargo collection and transportation volume in the district breaks through 47,000 TEUs, an increase of 82.1%
According to reports, over the past year, Yuzhong District adhered to the principle of “corridor drives logistics, logistics drives trade, trade drives industry,” deeply integrating into the construction of the New International Land-Sea Trade Corridor. The cargo collection and transportation volume of key enterprises in the district via the New International Land-Sea Trade Corridor exceeded 47,000 TEUs, accounting for 14.3% of the city’s total freight volume, a year-on-year increase of 82.1%, with a growth rate 52 percentage points higher than the city’s average. It was rated Grade A in the city’s corridor construction work evaluation.
The corridor hub capacity has been significantly enhanced. The construction of Yuzhong District’s backbone road network continues to accelerate, with projects like Chongqing Station and the Chongqing-Hunan Railway advancing rapidly. The multimodal transport system has been continuously optimized, and maritime shipping momentum has been steadily strengthened, including the opening of 5 near-ocean routes such as to Japan.
Corridor trade vitality has been efficiently unleashed. Enterprises from the Yuzhong Bund Motorcycle Parts Market have collectively expanded into emerging markets like Latin America, with export value reaching 130 million yuan, a year-on-year increase of over 30%; the “Chongqing Vehicles Go Global” export value exceeded 100 million yuan, a year-on-year increase of 5 times. Logistics platforms have been iteratively upgraded, with Chongqing Public Transport Group innovating cold chain logistics services for fresh agricultural products, reducing transportation time by nearly 10 times. Business entities have been concentrated and upgraded, with 5 international freight forwarding leading enterprises established, bringing the total number of internationally registered freight forwarding enterprises in the district to 61. There are currently 4 5A-level logistics enterprises, ranking second in the city in terms of quantity.
Corridor comprehensive services have been fully upgraded. Last year, financial services in Yuzhong District provided over 220 million yuan in “single bill system” settlement and financing services for corridor-related enterprises via rail-sea intermodal transport, and granted over 140 billion yuan in credit lines and deployed over 20 billion yuan for major infrastructure projects along the corridor. Professional empowerment in foreign-related rule of law was achieved with the completion and operation of the China-ASEAN Legal Service Center. The digital corridor was accelerated and made more efficient, with the China-Singapore (Chongqing) International Financial Data Port put into operation.
The corridor’s radiation effect continues to expand. Yuzhong District successfully hosted major open events such as the second Land-Sea Premium Products Exhibition and Trade Fair and “Heart Meets Singapore.” The Chongqing Representative Office of the Thailand-China Eastern ASEAN Economic and Trade Promotion Association was newly established, bringing the total number of foreign-related business associations and international economic and trade promotion institutions to 34. The landscape of exchanges has steadily broadened, and the level of openness to the outside world has continuously improved.
A relevant official from the Chongqing Municipal Government Port and Logistics Office stated that as “Chongqing’s window to the world,” in 2025, the container volume and cargo value transported via the corridor through Yuzhong District increased by 165% and 80% year-on-year, respectively. The Chongqing Municipal Government Port and Logistics Office will continue to collaborate with Yuzhong District, leveraging the unique advantages of Chongqing’s mother city and open window, to play the leading role of the New International Land-Sea Trade Corridor.
Exerting efforts from “four ends” to build a benchmark for corridor construction
In the first year of the “15th Five-Year Plan” and the year of quality improvement and leapfrogging as the New International Land-Sea Trade Corridor construction moves towards the 2.0 era, Yuzhong District will closely focus on implementing the “two major orientations” and exerting the “three roles.” It will anchor the core goal of building “one base, three centers” – namely, the logistics and trade headquarters base, international consumption center, financial and professional service center, and international exchange center of the New International Land-Sea Trade Corridor. By coordinating efforts from the “four ends” of trade, consumption, service, and opening up, it will construct a closed-loop ecosystem of “trade gathering flow, service consolidating foundation, consumption enhancing value, and opening up expanding space,” forging a distinctive path characterized by light assets, high value, strong radiation, and full chain integration, striving to become the service hub, open highland, and benchmark urban district for the construction of the New International Land-Sea Trade Corridor.
In terms of strengthening the corridor through logistics, Yuzhong District will rely on its advantages in headquarters economy agglomeration, densify the logistics network with extensive coverage, cultivate a matrix of high-volume and high-quality enterprises, build an integrated and innovative industrial ecosystem, and create the best gathering place for logistics and trade headquarters.
In terms of optimizing the corridor through services, Yuzhong District will support the creation of a “golden corridor” with financial services, a “modern corridor” with professional services, and an “intelligent corridor” with digital services. It will comprehensively build an integrated, digital, and professional service system spanning finance, law, taxation, and overseas risk prevention and control for the corridor, creating a high-end service hub for the New International Land-Sea Trade Corridor that radiates across western China, serves the whole country, and connects globally.
In terms of invigorating the corridor through consumption, Yuzhong District will consolidate its position as the core area of the international consumption center city, iteratively upgrade characteristic consumption scenarios, cultivate and build well-known consumption brands, improve and construct an open consumption environment, ensure corridor imported goods directly reach core business districts, build a western import commodity distribution and consumption hub, and establish a national benchmark land-sea corridor international consumption center.
In terms of expanding the corridor through opening up, Yuzhong District will combine the construction of the core area of the central and western international exchange center, deepen the innovation of the opening-up system, strengthen the agglomeration of open resources, activate open exchanges and cooperation, better release Yuzhong’s open potential as “Chongqing’s window to the world, the world’s living room in Chongqing,” achieve a leapfrog improvement in the inland open capacity, and build the premier window for western China’s opening up.
The conference also simultaneously released eight typical cases of Yuzhong District’s deep integration into the construction of the New International Land-Sea Trade Corridor, covering diverse fields such as international freight forwarding, cross-border logistics, cross-border finance, smart elderly care, intellectual property protection, foreign-related legal services, and bonded trade. These systematically present Yuzhong’s open innovation achievements, providing replicable and scalable Yuzhong models for the high-quality construction of the New International Land-Sea Trade Corridor.
