Jilin builds the world’s largest “green liquid fuel supply base

China News Service, Changchun, May 7 (Reporter Guo Jia) Hu Yuting, Governor of Jilin Province, stated in Changchun on the 7th that by 2030, the province’s green hydrogen production capacity is expected to reach 1 million tons, and its green ammonia and green methanol production capacity will reach 6 million tons, making it the world’s largest “green liquid fuel supply base” by that time.

On the same day, the Information Office of the Jilin Provincial People’s Government held a special press conference on “Starting the ’15th Five-Year Plan’ to Promote Comprehensive Revitalization and High-Quality Development of Jilin.” Hu Yuting introduced relevant information regarding the “Outline of the 15th Five-Year Plan for National Economic and Social Development of Jilin Province.”

Jilin Province is rich in wind and solar resources. During the “14th Five-Year Plan” period, the region took the lead in implementing the “direct green electricity connection + local consumption” model, with newly installed wind and solar capacity doubling the total installed capacity of previous years combined. Entering the “15th Five-Year Plan,” Jilin is committed to making the “green hydrogen+” industry, based on the consumption of “green electricity,” one of the key industries supporting revitalization and development.

According to reports, during the “15th Five-Year Plan” period, Jilin Province will add approximately 10 million kilowatts of new green electricity installed capacity each year, reaching a scale of 70 million kilowatts by 2030.

Hu Yuting stated that during the “15th Five-Year Plan” period, Jilin will explore a unified procurement and sales model to reduce the cost of hydrogen production and utilization, deploy solid-state hydrogen storage and refueling stations, expand application scenarios such as hydrogen-powered vehicles, peak-shaving power stations, and hydrogen metallurgy, and build comprehensive hydrogen energy application pilot projects. By 2030, green hydrogen production capacity is expected to reach 1 million tons, and green ammonia and green methanol production capacity will reach 6 million tons, creating the world’s largest “green liquid fuel supply base.”

Jilin already has the corresponding foundation to achieve the above goals. In 2025, landmark “green hydrogen, ammonia, and methanol” projects such as SPIC Da’an, Shanghai Electric Taonan, and CEEC Songyuan were completed and put into operation, with production capacity accounting for about half of China’s total. Related products have been exported to the European market to serve the international shipping industry.

Hu Yuting emphasized that the “green hydrogen+” industry is the largest growth pole for the province’s revitalization and development and an important breakthrough for future industries. Jilin will also build “zero-carbon industrial parks” to high standards, using them as “strategic fulcrums” for the green energy industry, and construct a green energy industry system with Jilin characteristics.
