Recently, the Liaoning Seafarer Diagnosis and Treatment Demonstration Base was inaugurated at Dalian Port Hospital. The head of the crew management department of Liaoning Maritime Safety Administration and the hospital leadership of Dalian Port Hospital jointly unveiled the plaque for the base. Relevant personnel from the Third Supervision Office of Dalian Maritime Safety Administration and the Physical Examination Center of Dalian Port Hospital attended the ceremony.
Following the unveiling ceremony, both parties held discussions and exchanges centered on cases of remotely guiding crew members in handling various types of medical conditions. They analyzed the diagnosis, treatment processes, and response measures for different injuries and illnesses, and conducted in-depth discussions on the further development of telemedicine. The hospital stated that, given the diverse types of injuries and illnesses among crew members, it will subsequently promote the establishment of electronic medical records for seafarers. These records will integrate and document information such as the crew’s /illness profiles and /treatment processes to comprehensively track their health status. Simultaneously, the hospital will actively explore more efficient channels for physical examination appointments and medical treatment processes to provide crew members with more convenient medical services.
It is understood that since the signing of the “Cooperation Memorandum on the Long-term Mechanism for Remote Medical Services for the Physical Health of Crew Members in the Liaoning Area” in June 2025, Liaoning Maritime Safety Administration has actively integrated multiple resources. It has promoted the gradual expansion of the telemedicine services provided by Dalian Port Hospital, the designated crew physical examination institution in its jurisdiction, to cover all seafarer dispatch agencies in the Dalian area. This has established a coordinated telemedicine support mechanism for seafarers characterized by “maritime guidance, hospital support, and enterprise participation.” As of the end of October 2025, the telemedicine expert team at Dalian Port Hospital has successfully handled 24 cases of sudden illnesses among dispatched seafarers onboard ships, occurring across 5 dispatch agencies within its jurisdiction. These cases covered various sudden medical emergencies at sea, fully validating the necessity and effectiveness of the telemedicine mechanism.
