Recently, the “Maritime Silk Road Maritime Dispute Special Arbitration Rules” were released in Xiamen, Fujian.

It is reported that the release event for the innovation achievements in foreign-related commercial and maritime arbitration systems in the Xiamen Free Trade Zone, themed “Deepening Innovation in Foreign-Related Commercial and Maritime Arbitration Systems to Assist High-Level Opening Up,” centrally released a batch of achievements in foreign-related arbitration systems.

According to the introduction, the “Maritime Silk Road Maritime Dispute Special Arbitration Rules” incorporate innovative practices such as “maritime mediation + maritime arbitration” and the introduction of maritime technical investigation experts to support arbitration. They also explore cutting-edge systems like early dismissal and emergency arbitrators, comprehensively enhancing the professionalism and international compatibility of maritime arbitration.

The event simultaneously launched a public welfare maritime arbitration system, released the “Maritime Silk Road Public Welfare Maritime Special Arbitrator Recommendation Directory (Foreign-Related Commercial and Maritime)” and related supporting service measures, and inaugurated the “Maritime Silk Road Public Welfare Maritime Arbitrator Home and Shared Expert Pool.” This system aims to provide efficient, low-cost dispute resolution channels for cross-border maritime disputes.

It is understood that the first group of public welfare maritime special arbitrators consists of 55 individuals. Among them, 21 are expert-type law enforcement personnel recommended by the Xiamen Maritime Safety Administration; the remaining 34 were selected through public applications and screening, primarily comprising well-known lawyers, experts, and scholars.

Relevant personnel from the Xiamen Free Trade Zone stated that the next step will involve strengthening the transformation of achievements, continuously promoting the implementation and effectiveness of innovations in foreign-related commercial and maritime arbitration systems and dispute resolution practices, deepening cooperation with domestic and foreign arbitration institutions, and extending public welfare arbitrator resources and special arbitration rules to more countries along the “Maritime Silk Road.”
