In order to counter the US Section 301 investigation measures against China’s maritime, logistics, and shipbuilding industries, and upon approval by the national coordination mechanism for countering foreign sanctions, the “Decision on Taking Countermeasures Against Five US-Related Subsidiaries of Hanwha Ocean Co., Ltd.” is hereby promulgated, effective from October 14, 2025.

Decision on Taking Countermeasures Against Five US-Related Subsidiaries of Hanwha Ocean Co., Ltd.
The United States’ initiation of a Section 301 investigation and implementation of measures against China’s maritime, logistics, and shipbuilding industries seriously violate international law and the fundamental norms of international relations, and severely harm the legitimate rights and interests of Chinese enterprises. The relevant US subsidiaries of Hanwha Ocean Co., Ltd. have assisted and supported the US government’s related investigation activities, endangering China’s sovereignty, security, and development interests.
In accordance with Articles 3, 4, 6, 9, 10, and 15 of the “Anti-Foreign Sanctions Law of the People’s Republic of China,” and Articles 3, 5, 8, and 10 of the “Provisions on the Implementation of the Anti-Foreign Sanctions Law of the People’s Republic of China,” and upon approval by the national coordination mechanism for countering foreign sanctions, China decides to include the following five US-related subsidiaries of Hanwha Ocean Co., Ltd. — Hanwha Shipping LLC, Hanwha Philly Shipyard Inc., Hanwha Ocean USA International LLC, Hanwha Shipping Holdings LLC, and HS USA Holdings Corp. — in the countermeasures list and implement the following countermeasures: organizations and individuals within the territory of China are prohibited from engaging in transactions, cooperation, and other related activities with them.
