On June 3, at the site of the Fourth Tianjin International Shipping Industry Expo, the Northern Seafarer Employment Service Platform, jointly upgraded and established by Tianjin Maritime Safety Administration, Tianjin Seafarer Service Industry Association, and China Northern Talent Market, was officially launched.
The Northern Seafarer Employment Service Platform focuses on precise matching of employment supply and demand, innovatively linking “Maritime Administration + Industry Association + Public Talent Platform” to achieve full-process online对接 for enterprise recruitment information release and seafarer resume submission. “By strictly controlling the entry qualifications of enterprises for seafarer service and the review of published job information, the platform serves seafarers with higher industry credibility, professional service, and functional aggregation, facilitating their convenient and assured job seeking,” introduced Li Zhiqing, Director and Second-Level Inspector of the Seafarer Management Division of Tianjin Maritime Safety Administration.
In addition, relying on the mature public human resources service framework of the Northern Talent Market, the platform not only provides a wealth of seafarer positions but also includes a module for shipping shore-based management positions. This opens up dual development pathways for seafarers’ maritime employment and land-based transition, constructing a full career cycle development channel connecting sea and land, thereby enhancing the agglomeration effect of Tianjin’s shipping talent and consolidating the talent foundation for building a core area of the northern international shipping hub.
It is understood that the seafarer management and service business scope of Tianjin Maritime Safety Administration covers 7 provinces and 2 cities, including Beijing, Tianjin, Henan, Shaanxi, and Shanxi, with 95,000 registered seafarers in its jurisdiction, making it an important hub for seafarer resources in northern China. “Addressing issues such as information asymmetry in seafarer employment supply and demand and limited channels for seafarer career transition between sea and land, the platform closely aligns with industry needs, integrating seafarer employment supply-demand对接, industry information release, and online seafarer training and learning. Since its launch, nearly 30 seafarer manning agencies and seafarer service institutions have joined, publishing over 260 job postings,” stated Li Zhiqing.
