Notice of the Ministry of Commerce and 8 Other Departments on Several Measures to Cultivate and Expand Consumption in the Automotive Aftermarket

To implement the deployment requirements of the General Office of the State Council’s “Work Plan for Accelerating the Cultivation of New Growth Points in Service Consumption”, to remove unreasonable restrictive measures in the automotive aftermarket field, cultivate new business formats, create new scenarios, stimulate the vitality of the automotive aftermarket, and better meet the diverse automotive consumption needs of the public, after consultation with the National Development and Reform Commission, the Ministry of Education, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, and the Ministry of Housing and Urban-Rural Development, the following measures are proposed.

I. Standardize and Orderly Develop Automotive Modification

(1) Establish and improve the automotive modification management system. Formulate policy documents to promote the development of the automotive modification market, clearly implement graded and classified management for automotive modification, determine the list of automotive modification projects, and improve management requirements such as vehicle inspection and change registration.

(2) Improve the automotive modification standard system. Research the establishment of a sub-technical committee for automotive modification under the National Technical Committee for Automotive Standardization, sort out the list of standards to be drafted or revised, accelerate the formulation of a number of national standards, and research and formulate technical specifications for automotive modification parts and modification technology.

(3) Enhance the high-quality supply capacity of the modification industry. Research the establishment of an access licensing system for automotive parts used in modification. Research and improve the CCC certification system for automotive parts, and strengthen supervision over product quality, safety, and environmental protection. Increase the training and management efforts for professional and technical personnel in automotive modification, and encourage technical interaction between automotive event organizations and civilian automotive modification enterprises. Optimize services related to compulsory motor vehicle traffic accident liability insurance and commercial insurance, and support the standardized development of automotive modification.

II. Support the Development of the RV Camping Industry

(4) Improve the environment for RV travel and use. Support local governments in optimizing road traffic management policies for RVs. Simplify the land use approval process for RV campsites.

(5) Enhance the supporting service level of RV campsites. In conjunction with regional cultural and tourism resources, encourage the construction of a number of high-standard, multi-functional RV campsites along scenic byways and in suburban areas, and improve supporting services such as repair and resupply, water and electricity provision, medical rescue, and catering and accommodation. Optimize the setting of RV campsite signage, and release premium RV travel routes. When constructing or renovating public parking lots in cities, where conditions permit, dedicated parking spaces for motorhomes and towable RVs can be set up and management strengthened to better meet RV parking needs.

(6) Promote the upgrade of the RV manufacturing industry chain. Support qualified regions in building RV industry clusters, and cultivate leading enterprises with core technologies, full industry chain integration capabilities, and international competitiveness. Guide enterprises to increase R&D investment and develop RV products that are green, intelligent, lightweight, age-friendly, and meet market demand.

III. Cultivate New Business Formats for Traditional Classic Cars

(7) Improve management measures for traditional classic cars. Formulate detailed identification rules and operational procedures for traditional classic cars based on the “General Requirements for Traditional Classic Cars” (GB/T 45194-2024), and carry out identification work for traditional classic cars that meet the conditions. Support relevant pilot cities for automotive circulation and consumption reform in exploring businesses such as trade, circulation transactions, exhibitions, and conditional road use of traditional classic cars, and formulate and improve supporting policies and regulatory mechanisms. Based on local pilot projects, gradually improve the national-level full-chain management system for traditional classic cars.

(8) Enrich the usage scenarios for traditional classic cars. Encourage local governments to incorporate traditional classic cars into the cultural and tourism resource system. Support the holding of special activities such as traditional classic car races, brand salons, collection appreciation events, and cultural festivals. Support the development of supporting industries such as the reproduction of traditional classic car parts, complete vehicle restoration, appraisal, and auction.

IV. Optimize the Supply of Automotive Repair and Insurance Services

(9) Improve the policy and standard system for automotive repair. Strengthen the filing management of motor vehicle repairs, and improve the repair standards and specifications for new energy vehicles. Deeply promote the disclosure of repair technical information, strengthen work guidance, improve the quality of information disclosure, and promote the standardized development of the repair industry.

(10) Strengthen the support capacity for repair services. Improve the credit management system for motor vehicle repairs, and support automobile dealers and repair enterprises in establishing an “online reservation + offline repair” service system. Encourage and guide repair enterprises towards intensive, specialized, and branded chain operations. Automobile manufacturers must enrich the repair channels and parts supply channels for new energy vehicles, and must not restrict consumers’ independent choice of enterprises for the maintenance and repair of household vehicles, nor use this as a reason to refuse to assume statutory “three guarantees” responsibilities. Guide new energy vehicle manufacturers and power battery manufacturers to open repair technology authorizations, encourage “repair instead of replacement”, and enhance the socialized repair service capacity for new energy vehicles.

(11) Increase support for insurance services. Implement the “Guiding Opinions on Deepening Reform and Strengthening Supervision to Promote High-Quality Development of New Energy Vehicle Insurance”, further enhance vehicle insurance coverage capacity and service levels, and establish a comprehensive classification system for insured vehicle models. Innovate and optimize the supply of vehicle insurance products, provide “basic + variable” combined products, and explore the “vehicle-battery separation” insurance model.

V. Actively Develop Automotive Sports Events

(12) Build a multi-tiered automotive event system. Promote the construction of a multi-tiered automotive event system led by well-known events, promoted by professional events, and popularized by experience events. Leverage the development advantages of the new energy vehicle industry, cultivate a number of national brands for new energy vehicle events with core competitiveness, and strengthen intellectual property protection. Support relevant pilot cities for automotive circulation and consumption reform in introducing internationally renowned automotive events according to local conditions, improve convenient processes and models for racing car import and export, and strengthen the localized operation and innovation of introduced events; create a number of national-level automotive sports consumption venues, and strengthen comprehensive support capabilities such as venue facilities, technical services, and event operations.

(13) Optimize the event service management mechanism. Formulate and publish guidelines for organizing automotive events, improve the capability and level of safe event organization, and strengthen standard event organization procedures. Encourage the holding of mass sports events, and support the implementation of local performance-based events. Encourage local governments to include automotive event organization services in the key matters list for “Efficiently Handling One Thing”, and improve the convenience level of event organization.

(14) Cultivate new scenarios for automotive sports consumption. Relying on local resource endowments, develop rallies, off-road races, assembly races, karting races, circuit races, etc., according to local conditions, and create experience-oriented event activities for the public. Deepen the integrated development of commerce, culture, tourism, sports, and health, integrate automotive events with local characteristic resources, create a number of premium “Follow the Event to Travel” routes, and enrich consumption scenarios.

(15) Strengthen the construction of the racing talent team. Support regular higher education institutions and vocational schools in offering automotive sports-related majors, and cultivate professional talents such as drivers, technicians, coaches, referees, and racing operations personnel. Establish a national racing talent registration information platform, improve the racing talent evaluation system, promote the optimal integration of education and employment ends, and provide talent support for the development of automotive events.

VI. Promote the Innovative Integrated Development of Car Rental

(16) Support the integration and upgrading of the car rental industry. Cultivate and strengthen business entities, promote the deep integration of rental enterprises with the automotive industry, and connect the industry chain through models such as centralized procurement, repurchase, used car dealership, and used car export. Support qualified car rental and battery operation entities in enjoying policies such as loan interest subsidies.

(17) Enhance the supply capacity of car rental. Encourage car rental enterprises to develop in a branded, chained, and scaled manner, improve the service network for small and micro passenger car rentals, support innovation in diversified service models such as “returning the car at a different location” and “rent-to-own”, as well as innovation in car rental insurance products, improve insurance services, and reduce consumer car usage costs.

The Ministry of Commerce, together with relevant departments, will ensure the organization and implementation of the relevant measures in this document, form synergy with the pilot work on automotive circulation and consumption reform, and promptly coordinate and resolve difficulties and appeals reported by local governments and enterprises. All regions must improve working mechanisms, earnestly ensure the implementation of relevant measures; strengthen work guidance and resource element guarantees for relevant pilot cities, make good use of existing fiscal funding channels, support the cultivation and creation of automotive aftermarket service consumption scenarios, encourage pilot cities for new consumption formats, new models, and new scenarios to include eligible consumption scenarios in the scope of support, and ensure the smooth progress and tangible results of all work. Relevant pilot cities for automotive circulation and consumption reform must, in conjunction with the requirements of this notice, focus on key directions, implement pilot tasks according to local conditions, quickly form a number of replicable and scalable typical experiences and practices, and continuously cultivate and expand automotive aftermarket consumption.
