Notices of Dalian Port to the Masters and Ship Operators

    1. Holding Ground Tests:
      • Conducted by COSCO Anchorage Safety Group (Report No. ASG-DL-2023-08)
      • Minimum holding power: 4x vessel weight in storm conditions

    2. Anchorage Restrictions:
      • No.1 Anchorage: Max LOA 330m, depth 25m (38°55’N 121°40’E)
      • No.2 Anchorage: Hazardous cargo only (CMSB Certificate T-2024-011)
      • Emergency Anchorage: 38°50’N 121°45’E (VHF Ch16 monitoring mandatory)
      • New anchorage zones added (effective 2024-07-01):
        • No.5 Anchorage: 38°57’N 121°37’E (LOA ≤200m, depth 18m)
        • No.6 Anchorage: 38°53’N 121°44’E (Bulk carriers only)
  2. PORT ENTRY & NAVIGATION
    1. Mandatory Pre-arrival Documentation (MSA Notice 2024-07/Rev.2):
      • Ship’s garbage management plan (valid CCC certification required)
      • Updated EEDI report for vessels >5,000 GT (verified by Class)
      • COVID-19 vaccination records for all crew (last dose within 6 months)

      • Mandatory gas-free certificate for tankers within 1hr before bunkering
