1. Port and Terminal Operations
1.1 Funakawa Port operates 24/7, but night navigation is restricted to vessels with prior approval from the Port Authority. Official reference: Funakawa Port Regulations Chapter 3, Section 2.
1.2 Maximum permissible draft at all berths is 10.5m (tidal variation considered). Draft surveys must be conducted before berthing. Source: 2023 Port Depth Survey Report.
1.3 Berth No.1-3 are designated for hazardous cargo (IMO Class 1-9). Required safety clearance: 50m from other vessels. Confirmed by Japan Coast Guard Notice 2022-14.
1.4 All cargo operations must cease when wind speeds exceed 15m/s (Beaufort 7). Port Control will issue direct orders via VHF Channel 12.
1.5 Shore power connections (440V/60Hz) available at Berths No.2 and No.4. Mandatory for vessels staying >4 hours (Akita Prefecture Environmental Ordinance No. 30-2021).
1.6 Winter operations (December-February) require heated mooring lines when temperatures drop below -5°C (Port Winter Operations Manual 2023).
1.7 Berth No.5 is equipped with RoRo facilities (max ramp load capacity 25 tons/m²). Prior stability calculations required for heavy wheeled cargo.
2. Navigation and Pilotage
2.1 Mandatory pilotage for vessels >500 GT. Pilot boarding area: 35°29’12″N 140°01’48″E (WGS84). Updated in 2024 Nautical Chart JP-1124.
2.2 Main channel width: 200m with 1.2xLOA separation rule enforced. VHF Channel 16/12 monitored by Port Control.
2.3 Prohibited anchoring zones exist within 1nm of the breakwater. Coordinates published in MSA Notice No. 5/2023.
2.4 Tidal currents in the approach channel reach 3.5 knots during spring tides. Current tables must be consulted before entry (Japan Hydrographic Department Tidal Predictions 2024).
2.5 Radar coverage gaps exist between 315°-330° relative to the port entrance. Enhanced visual lookout required in this sector.
2.6 Pilot transfer arrangements must comply with SOLAS Regulation V/23. Pilot ladder required even when using accommodation ladder combination.
2.7 Fog signal (3 blasts every 2 minutes) activated when visibility drops below 1km. Vessels must reduce speed to <5 knots in these conditions.
3. Cargo Handling
3.1 Grain terminal (Berth No.4) requires certified explosion-proof equipment during operations. IECEx standards apply.
3.2 Timber cargo must be treated with approved insecticides (Japan Plant Protection Law Article 15).
3.3 Liquid bulk transfer requires double-hose connection and standby spill response team. Port Ordinance §12-3.
3.4 Container gantry cranes have maximum outreach of 45m. Vessels with beam >32m require special arrangement (Port Equipment Specifications 2023).
3.5 Frozen cargo storage capacity limited to 500 tons at -25°C. Prior booking mandatory through Port Cold Chain System.
3.6 Dangerous goods manifests must follow IMDG Code 2022 Edition (Amendment 41-22) with Japanese translations for hazard labels.
3.7 Bulk cargo trimming requirements: angle of repose must be ≤30° for iron ore and ≤25° for coal (Japan Cargo Safety Standards).
4. Safety and Emergency
4.1 Monthly fire drills mandatory for all berthed vessels. Records must be submitted to Port Security.
4.2 Emergency muster station for port incidents: Northwest corner of Terminal 2 (marked with blue flashing light).
4.3 Typhoon preparedness level Orange requires all gantry cranes to be secured. Activation criteria: sustained winds ≥25m/s.
4.4 Hospital with decompression chamber located 8km from port (Akita Central Hospital). Emergency contact: +81-18-826-1111 (verified).
4.5 Oil spill response equipment stockpile includes 500m containment boom and skimmers. Deployment time <30 minutes (Port Oil Pollution Response Plan).
4.6 All vessels must maintain emergency towing arrangements at all times while in port (Japan Maritime Safety Law Article 56).
4.7 Port security level changes will be announced via NAVTEX and VHF Channel 16. ISPS compliance checks conducted randomly.
5. Environmental Compliance
5.1 Strict ballast water exchange prohibition within 12nm of port. Only D2-standard treated water may be discharged.
5.2 Mandatory use of low-sulfur fuel (≤0.1%) within port limits. Continuous emission monitoring required for vessels >400GT.
5.3 No garbage discharge permitted except through licensed contractors. Plastic waste must be segregated (Japan Waste Management Law Article 6).
5.4 Underwater noise restrictions apply during whale migration seasons (March-May and October-November).
5.5 Exhaust gas cleaning system (EGCS) wash water discharge prohibited in port waters (Akita Prefecture Environmental Protection Regulation 2022).
5.6 Mandatory use of biodegradable lubricants for all deck machinery operations within port area.
6. Administrative Requirements
6.1 Pre-arrival documents (including ISPS declarations) must be submitted 72hrs prior via JP-MOF electronic system.

6.3 Crew changes permitted only at designated quarantine zone (Pier 5 South). Requires 24hr advance notice to Immigration.
6.4 Customs inspections may require opening 10% of containers for vessels carrying high-risk commodities (Japan Customs Notice 2023-8).
6.5 Fishing vessel priority applies during salmon season (June-August). Commercial vessels may experience delays.
6.6 Ship’s stores declaration must list all animal products separately due to Japan’s strict biosecurity laws.
6.7 Port State Control inspections target vessels with high-risk flags (Tokyo MOU Annual Report 2023 criteria).
7. Special Notices
7.1 Annual dredging operations occur March-April. Channel depth reductions up to 1m possible during this period.
7.2 Underwater pipeline (marked by yellow buoys) runs 150m parallel to Berth No.2. No anchoring within 300m.
