OCEAN Project concludes with launch of new navigation tools

The OCEAN Project (Operator-Centred Enhancement of Awareness in Navigation) has concluded following its final conference at the European Maritime Safety Agency (EMSA) headquarters in Lisbon.

Funded by the European Union and the United Kingdom, the project ran from October 2022 to September 2025, developing a series of human-centred navigation tools aimed at reducing risks such as container losses, ship–whale strikes, and navigation challenges in congested or low-visibility conditions.

This included development of the European Navigational Hazard Infrastructure (ENHI) platform, which distributes hazard alerts from satellites, hydrophones and user reports; the Four-Dimensional Situational Awareness Display (4D SAD), which adds time as a fourth dimension to navigational decision-making; the Evasive Manoeuvring Agent (EMA) for automated emergency manoeuvre advice; and the OCEAN Reporting App for real-time hazard reporting by seafarers.

The project notes that the tools can be integrated into existing bridge and coastal systems. The Nautical Institute, a project partner, has also released seven training videos based on seafarer input, for use within maritime education and training programmes.
