To further standardize the implementation of discretionary maritime administrative penalties and implement the requirements of the “State Council General Office’s Opinions on Further Standardizing the Formulation and Management of Administrative Discretion Benchmark,” and based on earlier solicited feedback, our bureau has organized the refinement of the “Benchmark for Discretion in Administrative Penalties for Common Maritime Illegal Acts” and the “List of High-Frequency Items for Maritime Minor Illegal Acts Exempt from Penalty According to Law.” These are now open for public comment once again.
