1. Vessel-Related Charges (Mandatory)
– Tonnage Dues:
– Calculation: 0.18 JPY/GT for first 10,000 GT + 0.12 JPY/GT thereafter (Ibaraki Port Ordinance Art.12-3)
– Minimum charge: 50,000 JPY per call
– Port Dues:
– Entry fee: 0.15 JPY/GT (max 300,000 JPY)
– Daily stay: 0.03 JPY/GT (exempt first 24 hours)
– Pilotage:
– Compulsory zone: Beyond 2nm from breakwater
– Daytime (0600-1800): 85,000 JPY base (<200m LOA) + 3,500 JPY/m over
– Night/Holiday: +50% surcharge
– Tugboat:
– Standard assist (3,000HP): 180,000 JPY/hour (2-hour minimum)

2. Operational Service Charges
– Barge Services:
– 200T capacity: 50,000 JPY/hour (4-hour minimum)

– Bulk grain trimming: 500 JPY/ton (certified trimmer required)
– Hatch covers:
– Mechanical: 8,000 JPY/hatch
– Manual: 15,000 JPY/hatch + 5,000 JPY/lashing
– Oil Pollution Prevention:
– Standard boom deployment: 150,000 JPY/day
– Emergency response: 500,000 JPY base + actual costs

3. Environmental & Safety Services
– Waste Management:
– Food waste: 3,000 JPY/m³
– Oily water: 30,000 JPY/ton (min 1 ton)
– Hazardous waste: 25,000 JPY/m³ (pre-approved disposal)
– Fumigation:
– Methyl bromide: 200,000 JPY (<20,000m³)
– Phosphine: 150,000 JPY (72-hour treatment)
– Fire Safety:
– Standby crew: 50,000 JPY/hour (2 boats minimum)
– Actual firefighting: 1,000,000 JPY base + equipment used

4. Cargo-Related Fees
– Container Handling:
– 20′ standard: 8,000 JPY (lift on/off)
– 40′ reefer: 12,000 JPY
– Dangerous goods: +30% surcharge
– Bulk Cargo:
– Loading/unloading: 800 JPY/ton (mechanical)
– Manual labor: 1,200 JPY/ton
– Storage:
– Covered warehouse: 100 JPY/m²/day after 5 free days
– Open yard: 60 JPY/m²/day

5. Special Circumstances
– Icebreaking (Dec-Mar): 300,000 JPY/day (when activated)
– Emergency medical evacuation: 75,000 JPY base + ambulance
– Shore power interruption: 50,000 JPY penalty/hour
