1. Vessel-Related Charges
– Tonnage Dues:
– 0.28 JPY/GT for vessels ≤10,000 GT
– 0.25 JPY/GT for 10,001-30,000 GT
– 0.22 JPY/GT for >30,000 GT
– Minimum charge: 15,000 JPY (Japan Port Regulations Article 12-3)
– Port Dues:
– 0.15 JPY/GT for first 10,000 GT
– 0.10 JPY/GT for excess tonnage
– 50% reduction for vessels in ballast (MLIT Notice No.2022-45)
– Pilotage:
– Compulsory for vessels ≥200 GT in inner harbor (Marugame Port Ordinance §5)
– Basic fee: 28,000 JPY + 550 JPY/GT
– Night surcharge (2000-0600): 30%
– Cancellation fee: 50% if <12h notice
– Tugboat Charges:
– 1,500-2,000 HP: 18,000 JPY/hour
– 2,001-3,000 HP: 22,000 JPY/hour
– 3,001-4,000 HP: 28,000 JPY/hour
– Minimum 2-hour engagement
– Berthage Fees:
– General cargo berths: 85 JPY/meter LOA/day
– Bulk terminal: 95 JPY/meter LOA/day
– Free period: First 6 hours
– Mooring/Unmooring:
– Standard operation (4 lines): 5,500 JPY
– Additional lines: 1,800 JPY/line
– After-hours surcharge: 25%
2. Safety & Environmental Charges
– Oil Boom Deployment:
– Mandatory for all tankers and bunkering operations
– 12,000 JPY setup + 1,800 JPY/meter/day
– Minimum deployment: 1.5x vessel length
– Fire Brigade Standby:
– Level 1 standby (basic): 30,000 JPY/hour
– Level 2 (hazardous cargo): 45,000 JPY/hour
– 4-hour minimum requirement
– ISPS Compliance:
– Security inspection: 18,000 JPY/visit
– Annual compliance certificate: 25,000 JPY
3. Cargo Handling Charges
– Container Handling:
– 1,350 JPY/TEU for standard containers
– 1,650 JPY/FEU for 40′ containers
– 30% surcharge for reefer containers
– Bulk Cargo:
– Wheat/coal: 850 JPY/ton
– Cement: 1,100 JPY/ton
– Minimum charge: 50,000 JPY/shipment
4. Crew Services
– Medical Waste Disposal:
– 8,000 JPY/20kg container (IMO MEPC.1/Circ.810)
– Must use approved contractors
– Crew Changes:
– Immigration processing: 2,200 JPY/person
– Mandatory PCR test: 15,000 JPY/test (if required)
5. Operational Notes
– Currency: All fees in JPY unless specified
– Payment Terms: 95% must be settled within 7 days
– Dispute Resolution: Refer to Kobe Maritime Court
