1. Vessel-Related Charges
– Tonnage Dues: JPY 18.5 per GT for first 10,000 GT, JPY 14.2 per GT thereafter (Kumamoto Port Ordinance No.42-3)
– Port Dues: JPY 0.25 per GT (minimum JPY 50,000 per call)
– Pilotage Fees:
– Basic fee: JPY 85,000 for vessels <150m LOA - Additional JPY 1,200 per meter beyond 150m - Night surcharge: 30% (2000-0600 hrs) - Tugboat Fees: - 2,400HP tug: JPY 120,000/hour (minimum 2 hours) - 3,200HP tug: JPY 160,000/hour - Berthage Fees: - General cargo berth: JPY 12,000 per 10m LOA/day - Container berth: JPY 15,000 per 10m LOA/day - Mooring/Unmooring: JPY 25,000 per operation (each end) - Light Dues: Included in port dues (MLIT Standard Port Law Art.19) - Quarantine Fees: - Standard inspection: JPY 45,000 - Extended inspection: JPY 8,500 per additional hour - Customs Clearance: JPY 32,000 per declaration - Barge Hire: JPY 65,000 per day (300T capacity) - Hold Cleaning: JPY 15,000 per hatch (bulk cargo) - Oil Boom: JPY 85,000 per deployment (24-hour period) 2. Service Charges

– Fumigation: JPY 120,000 per cargo hold (including quarantine supervision)
– Launch Service: JPY 6,500 per person/round trip
– Firefighting Standby: JPY 45,000 per hour (4-hour minimum)
– ISPS Charges: JPY 28,000 per port call
– Fresh Water Supply: JPY 300/m³ + JPY 15,000 service fee
– Bunkering Service Fee: 2.5% of fuel cost (minimum JPY 50,000)
– Shore Power Connection: JPY 25,000/hour (including cable handling)
– Sludge Disposal: JPY 85,000 per m³ (certified disposal required)
– Agency Fees: 0.25% of total disbursements (minimum JPY 200,000)
– Stevedoring: JPY 1,850 per ton (general cargo)

3. Crew & Miscellaneous
– Crew Shore Pass: JPY 3,500 per person (if required)
– Port Clearance Certificate: JPY 12,000 per document
– Bank Charges: 1.1% for cash transactions >JPY 1,000,000
– Emergency Medical Assistance: JPY 85,000 base fee + actual costs

4. Cargo-Related Charges
– Cargo Dues: JPY 120 per ton (import/export same rate)
– Handling Charges:
– Container: JPY 4,500/TEU (CY/CY)
– Breakbulk: JPY 2,200 per ton
– Storage:
– First 72 hours free
– JPY 850 per ton/day thereafter
– Lighterage: JPY 18,000 per ton (minimum 20 tons)
– Tallying: JPY 650 per ton (optional verification)
– Warehouse Usage:
– Bonded: JPY 1,200 per m²/month
– Non-bonded: JPY 950 per m²/month

5. Special Situation Charges
– Hazardous Cargo Handling: 200% standard rate (IMO Class 1-9)
– Overtime Operations: 150% standard rate (1700-0700 hrs)
– Emergency Berthing: Additional 50% berthage fee
– Ice Period Surcharge: 15% (Dec 1-Mar 15)

6. Safety & Compliance
– Mandatory Safety Equipment:
– Gas detectors required for tankers (JPY 25,000 rental/day)
– Gangway nets: JPY 12,000 per set
– Pollution Prevention:
– SOPEP equipment verification: JPY 35,000
– Oil spill response standby: JPY 120,000/day
