1. Vessel-Related Charges
– Tonnage Dues: ¥3.20 per GT for first 10,000 GT, ¥2.80/GT thereafter (Monbetsu Port Ordinance No.12-2023)
– Port Dues: ¥4.50/GT/day for commercial vessels, ¥3.80/GT/day for fishing vessels
– Pilotage:
– Entry/Exit: ¥85,000 for vessels <50,000 GT, ¥120,000 for >50,000 GT
– Shifting: ¥45,000 per movement within port limits
– Tugboat Charges:
– 2,400HP: ¥180,000/hour (minimum 2 hours)
– 3,200HP: ¥240,000/hour (mandatory for vessels >200m LOA)
– Berthage:
– General Cargo: ¥8,500/LOA meter/day
– Container: ¥9,200/LOA meter/day
– Tanker: ¥10,000/LOA meter/day
– Mooring/Unmooring: ¥35,000 per operation (4 lines standard)
– Quarantine:
– Standard Inspection: ¥82,000 (Japan Quarantine Law Article 34)
– Overtime (1900-0700): 150% surcharge
– Customs Clearance: ¥65,000 base fee + ¥12,000/hour for extended examinations
– Barge Hire: ¥250,000/day or ¥55,000/hour (winter surcharge +15% Nov-Mar)

5. Passenger Vessel Charges
– Berth Occupancy:
– Cruise: ¥12,000/LOA meter/day
– Ferry: ¥8,500/LOA meter/day
– Passenger Fee: ¥1,200 per international arrival
– Terminal Facilities: ¥450 per passenger (winter heating ¥150 surcharge)

6. Operational Safety Requirements
– Icebreaking Escort (Dec-Mar): ¥850,000 per transit (Hokkaido Coast Guard mandated)
– Winter Mooring Lines: +2 lines required (¥12,000 per additional line)
– Gangway Heating: ¥25,000/day (below -10°C)
– Emergency Tug Standby: ¥180,000 per 12-hour period (for vessels >50,000 GT)

– Early Bird Discount: 10% reduction for bunker orders >500 tons booked 7 days ahead
– Group Discount: 15% for >3 vessels same operator within 30 days
