1. Vessel-Related Charges
– Tonnage Dues:
– 5.8 JPY/GT for vessels ≤10,000 GT
– 6.5 JPY/GT for vessels 10,001-30,000 GT
– 7.2 JPY/GT for vessels >30,000 GT

– Emergency standby: 50% of operational rate
– Required for all vessels >150m LOA (Port Regulation 12-3)
– Berthage Fees:
– General cargo berths: 15,000 JPY/hour (max 400,000 JPY/day)
– Container terminal: 18,000 JPY/hour
– Oil terminal: 22,000 JPY/hour (including fire watch)
– Mooring/Unmooring:
– Standard operation: 45,000 JPY/set (4 lines)
– Additional lines: 8,000 JPY/line
– Emergency operations: 200% of standard rate
2. Safety & Environmental Services
– Oil Boom Deployment:
– Mandatory for tankers: 350,000 JPY setup
– Daily maintenance: 75,000 JPY/day
– Emergency deployment: 500,000 JPY (response within 2 hours)
– Firefighting Services:
– Standby fireboat: 120,000 JPY/hour (minimum 4 hours)
– Foam application: 45,000 JPY/ton of foam concentrate
– Required for hot work permits
– Waste Management:
– Non-hazardous garbage: 8,500 JPY/m³ (documented per MARPOL)
– Hazardous waste: 18,000 JPY/m³ (special handling required)
– Medical waste: 12,000 JPY/20kg container
3. Cargo Operations
– Container Handling:
– Gantry crane: 6,500 JPY/TEU (standard)
– RTG operation: 5,800 JPY/TEU
– Reefer monitoring: 1,200 JPY/day per unit
– Bulk Cargo:
– Mechanical unloading: 550 JPY/ton (grains)
– Grab unloading: 750 JPY/ton (minerals)
– Dust suppression: 25,000 JPY/hour (mandatory for coal)
4. Crew Services
– Shore Pass Processing:
– Standard clearance: 3,500 JPY/person
– Emergency medical evacuation: 45,000 JPY (including port escort)
– Crew Changes:
– Immigration processing: 12,000 JPY/person
– COVID testing (if required): 8,500 JPY/test
